The authorities are ready to accept the abandoned hydraulic structure in the Gorodetsky district.

      On June 17, 2026, at 12:00, the Society held a working meeting of the committee on ecology and natural resources chaired by Vladislav Atmakhov, which took place in the ZSNO on June 16. The main topic was the situation with the hydraulic structure on the Sanda River near the village of Churkino, as well as the flooding of territories in the Gorodetsky district. This was reported by the press service of the regional parliament.

      Since 2017, the fish farming area on the Sanda has been leased by LLC "Fishy Edge" for pasture aquaculture. At the end of last year, the environmental prosecutor's office identified violations in the discharge of water from the pond. The director of the organization explained that the water was not discharged: according to him, a failure of the dam's shut-off mechanism occurred, causing the water to flow uncontrollably. The lessee claims that the district administration was notified about this back in November 2025.

      Participants also discussed the issue of ownership of the hydraulic structure. Previously, the Gorodetsky court registered the object as belonging to the municipality, but the regional court overturned this decision after claims from the agricultural cooperative "Revival," whose lawsuit for recognition of ownership was also rejected. Later attempts by the administration to re-register the object as municipal property were unsuccessful.

      Currently, the structure is ownerless. It is clarified that the dam is located directly in the riverbed and is part of it, which means it should belong to federal property. However, this status is not formally established. The Nizhny Novgorod inter-district environmental prosecutor's office has filed a lawsuit obliging Rosimushchestvo to accept the object into ownership.

      As a result of the meeting, the parties agreed on further joint actions. The administration of the Gorodetsky district expressed its readiness to accept the HPS into ownership and appealed to the prosecutor's office with a proposal to involve the municipality as a third party in the process with Rosimushchestvo. This is expected to legally determine the status of the structure, carry out repairs, and take measures to prevent flooding.

      As Vladislav Atmakhov noted, there are currently two points of view: the federal authority, which, according to the court, is the owner but does not accept the object, and the municipality, which is ready to take it on balance but cannot do so due to the decisions made. According to him, it is important to resolve the ownership issue so that the object does not remain unclaimed and to ensure the safety of residents and prevent future flooding.
