New rules for the provision of paid medical services have been approved in the Nizhny Novgorod region.

      June 17, 2026 12:49 Society From September 1, 2026, a revised procedure for the provision of paid medical services will come into effect in Russia. The corresponding government decree dated May 30, 2026, has been published on the official legal information portal. The document will be in effect until September 1, 2031.

      The new rules define how and under what conditions medical organizations can provide paid services to citizens. Both legal entities and individual entrepreneurs will be able to do this, but only if they have a license for medical activities. At the same time, a person seeking paid assistance is still considered a patient and enjoys all the rights provided by relevant legislation.

      When signing a contract, the patient must be informed of the possibility of receiving the corresponding assistance for free under the state guarantee program and the territorial program. Refusal of paid services cannot affect the volume of free medical assistance.

      One of the main innovations will be the ability to conclude a contract remotely. This can be done through the website or mobile application of the medical organization.

      The contract will be considered concluded from the moment of the patient's consent, including after partial or full payment. Upon request, they are obliged to send a copy of the document signed with a qualified electronic signature of the authorized person.

      In addition, when providing paid services, medical organizations are required to transmit information to the Unified State Information System in the field of healthcare. Violation of the terms of the contract is subject to liability in accordance with the legislation. If harm is caused to the life or health of the patient due to poor-quality service, it must be compensated.
