Banks and telecommunications operators are required to compensate victims of fraud.
On June 17, 2026, at 14:07, the Federation Council approved a law requiring banks and telecommunications operators to take additional measures to combat cyber fraud, and in case of non-compliance with these requirements, to compensate clients for stolen money. This provision is part of the second package of measures to combat cyber fraud, reports TASS.
According to the new regulations, banks must contact the state information system "Anti-fraud" for information upon detecting a suspicious transfer or signs of malicious software influence and refuse to carry out the operation.
If a client re-initiates a transfer or confirms a canceled procedure, a six-hour "cooling-off period" is introduced. During this time, the credit organization has the right not to execute the repeated order.
If the bank still misses a suspicious operation or ignores this six-hour period, it will be obliged, upon the client's request, to compensate for the lost savings. Compensation is possible only within the framework of a criminal case that has been initiated.
Similar requirements apply to telecommunications operators. They must identify suspicious numbers based on criteria established by the government in conjunction with the FSB and the Bank of Russia, transmit data to "Anti-fraud," and block such numbers, as well as all numbers registered to their owner.
If the operator fails to comply with these requirements and fraudsters steal money from the subscriber, the company will also have to compensate for the damage—upon the client's request and within the framework of a criminal case that has been initiated.
