Alexander Mudrov commented on the sentence of the Nizhny Novgorod "animal abuser in a coat."
On June 17, 2026, 17:17 Society The head of the Gorodets district, Alexander Mudrov, commented on the verdict handed down by the court in the high-profile case of Andrei Petrov, better known as the "animal torturer in a coat." The official shared his opinion on social media.
Recall that in the spring of last year, law enforcement discovered numerous emaciated animals in the man's apartment, as well as the corpses of at least ten cats and dogs. Neighbors of Andrei Petrov repeatedly complained about the sharp smell coming from his residence and the strange behavior of the university employee.
Remains of pets were also found in his mother's apartment - a professor in the Department of Criminal Law and Procedure at the Law Faculty of NNSU. The father of the accused was also connected to the university and once headed the Department of Constitutional and Municipal Law.
The man underwent a psychiatric examination, and as a result, he was deemed insane, released from criminal liability, and assigned to compulsory treatment.
Alexander Mudrov admitted that he reacted quite sharply to this news, experiencing a wide range of emotions.
"My first emotions after reading the news about the court's decision: 'How could this happen! People should be imprisoned for such things!'. The emotions were extremely sharp: hatred, irritation, fear that such things can happen in our society at all," recalls the head of the district.
Later, after reflecting on what happened, the politician concluded that everyone should have a second chance, even those who have committed evil. In his opinion, this is the essence of justice - to give the opportunity to change.
Alexander Mudrov illustrated his thoughts with photographs of a cat named Gera, which he took in from that very apartment of Andrei Petrov. In the first photo - a dirty and unhappy kitten, in the second - a well-groomed cat with a "soft belly and expressive yellow eyes."
The official expressed hope that compulsory treatment would achieve its goal, help the defendant's socialization, and serve as a lesson for others - "for many need to be treated very much...".
Take care of yourself and your loved ones. Develop compassion and mercy within yourself. And let Gorodets have a shelter for homeless animals - this will be an important step towards a more humane society, concluded Alexander Mudrov.
Earlier, the head of the district urged the residents of Gorodets to keep a level head in the situation with drones in the region. NIA "Nizhny Novgorod" has channels on Telegram and MAX.
