The former deputy of the Legislative Assembly was unable to achieve a reduction in the sentence for fraud.
June 16, 2026 12:43 Incidents Former deputy of the Nizhny Novgorod Legislative Assembly Dmitry Kolivanov was unable to contest the real sentence in the appellate court. As reported by "Kommersant-Privolzhye," the judicial panel of the Nizhny Novgorod Regional Court rejected the appeals of the ex-parliamentarian and his accomplice, upholding the verdict of the Pavlovsky City Court issued in February of this year. It is worth noting that Dmitry Kolivanov, who previously headed the JSC "Pavlovsky Experimental Mechanical Plant" (POMZ), was found guilty of embezzling nearly 7 million rubles from the company's accounts. Along with him, the executive director Inna Ryzhova was also convicted. The court of first instance sentenced them to 4.5 and 3 years of imprisonment in a general regime colony, respectively. The investigation established that in 2021-2022, the plant manager ordered the transfer of 6.97 million rubles from the POMZ account to the LLC "Production Firm 'Agrotekhmash'" under fictitious interest-free loan agreements. After the funds were transferred, the borrowing company was liquidated, and no obligations arose. In the appeal, Dmitry Kolivanov requested to reclassify the act from fraud to misappropriation, claiming that he acted within his authority and did not mislead the founder, although he acknowledged the fact of embezzlement. The defense presented letters of gratitude and petitions, and also stated their intention to compensate for the damage with an apartment in Pavlovo; however, the victim and the prosecutor opposed the mitigation of the sentence. The court indicated that the attempts at compensation did not cover the damage and were not properly documented, while the money had not actually reached the victim. In his final statement, Kolivanov referred to his many years of service, job creation, and the difficult situation of his family; arguments regarding family circumstances were also presented by the defense. Despite all the arguments and petitions for a review of the case, the judicial panel sided with the prosecution and the victim. The sentence against Dmitry Kolivanov and Inna Ryzhova remained unchanged and entered into legal force. It was previously reported that the former head of the Nizhny Novgorod GUMMID Andrey Levdikov received five years in prison for bribery and fraud.
