Nizhny Novgorod residents were explained how to appeal a traffic fine without personal presence.

However, there is good news: such fines can be contested without the need for a personal visit to the relevant authorities. There are several ways to do this, said auto lawyer Lev Voropaev to 360.ru.
Checking Traffic Police Fines
You can check for fines on your vehicle in several ways:
Through the "Gosuslugi" portal. For this, you need to enter the vehicle's details, such as make, model, state registration number, and vehicle registration certificate.
On the official website of the traffic police. Here, you also need to provide the necessary information about the vehicle.
In the "Gosuslugi Auto" app. Information about fines is automatically displayed on the main screen of the app. You can also track fines on vehicles registered to other individuals. To do this, you need to add the vehicle's details in the "Fines" section.
Which Fines Can Be Contested Online
According to Lev Voropaev, any traffic police fine imposed for a traffic violation recorded by cameras in automatic mode can be contested. It is important that the receipt has a unique identifier of charges (UIN) starting with the digits 188105 or 188101. Other UINs can only be contested on specialized websites, such as the website of the Moscow Administrative Road Inspection.
Contesting a Fine Through "Gosuslugi"
The process of contesting a fine through the "Gosuslugi" portal includes the following steps:
Log into your personal account on "Gosuslugi."
Go to the "Payments" section and select the fine you are interested in.
Check the information about the violation, including photos from the camera, time, and place of recording.
If online contestation is possible, a "Contest" button will appear on the right. Click on it.
Choose one of the suggested reasons for contesting.
At one of the stages, the system may request evidence. This can include video recordings from the vehicle's interior, photographs, written testimonies from witnesses, data from transport monitoring systems, or other documents confirming your innocence.
Evidence for Contestation
As evidence, you can use:
Video recordings from the vehicle's interior.
Photographs confirming your innocence.
Witness testimonies in writing.
Data from transport monitoring systems about the location and speed of the vehicle.
Documents such as a car rental agreement, train tickets, a power of attorney for driving the vehicle, etc.
Timeframes for Reviewing Complaints
The court will review the complaint about the fine imposed by the traffic police camera within 10 working days. If the complaint is submitted through "Gosuslugi," the traffic police or other agencies, the review period is also 10 working days.
Fines for Sold Vehicles
Sometimes fines are issued for a vehicle that has already been sold. This can happen if the new owner did not register the vehicle within 10 days after purchase. In this case, the previous owner can submit an application for the termination of registration on "Gosuslugi" and, when contesting the fine, inform about the sale of the vehicle, attaching a copy of the sales contract.
Contesting a Paid Fine
If the fine has already been paid but you want to contest it, you need to contact the agency that imposed it and request a refund.
Contesting Fines for Repeated Violations
There is an opinion that having multiple fines for the same violations may reduce the chances of successful contestation. However, according to the auto lawyer, this is not entirely true. Minor violations, such as talking on the phone while driving, are unlikely to attract attention. Exceptions include serious offenses, such as driving under the influence.
According to the law, multiple fines for the same violations received within a year may be considered an aggravating circumstance, which can lead to stricter penalties.
