The highest growth rates were noted in the production of other transport vehicles and equipment – by 81.6%, in the production of electronic and optical products – by 23.5%, and in the production of finished metal products – by almost 16%. The share of large and medium-sized organizations in the city that achieved a positive financial result was 78%. The highest number of profitable enterprises was in the financial and insurance sector – 100%, in real estate operations – 84%, and in manufacturing – 83%. The volume of investments in fixed assets exceeded 277 billion rubles (53.7% of the regional volume). The most investment-attractive sectors remain transportation (38%) and manufacturing (13.5%). The largest growth in investment volumes was noted in the activities of hotels and catering establishments – by 2.5 times, in energy – by 44.7%, and in manufacturing and transportation – by 11%. The overall capacity of the consumer market increased by 15.4% (636 billion rubles, of which 468 billion rubles were retail turnover, 155 billion rubles were paid services, and 13 billion rubles were catering). In the small business sector, there were 74.5 thousand organizations and individual entrepreneurs, which is 3.3% more than in 2024. One in three entities was engaged in trade, one in ten in construction, transportation, and science. The labor market remained stable throughout the year. Large and medium-sized enterprises provided employment for 70% of Nizhny Novgorod residents. The level of officially registered unemployment was 0.01%. An increase of 12.8% in the average monthly salary (103.8 thousand rubles) positively influenced the growth of personal income tax revenues to the city budget (18 billion rubles). "The data presented at the commission indicates that Nizhny Novgorod occupies strong positions in key indicators of socio-economic development and remains among the top five megacities in terms of production volume, wage levels, investment, and consumer activity. At the same time, we have the lowest unemployment rate in the country. Information on the performance indicators of small business entities will be available after the municipal survey," commented Sergey Plyaskin on the presentation. The commission members also discussed the work of the entrepreneurship development department in controlling the placement of non-stationary trading facilities. As acting department director Ilya Arintsev reported, as of April 1 of this year, 1,616 contracts for the placement of non-stationary trading facilities had been concluded, the majority of which – 1,423 – were year-round trading facilities, and 193 were seasonal trading facilities. Following inspections of non-stationary trading facilities conducted in 2025 and the first quarter of 2026, more than 2 million rubles were received in the city budget from fines for violations identified during the placement of non-stationary trading facilities.
The deputies requested the speaker to additionally present data on measures to combat illegal trade and further planned activities for control over the placement of non-stationary trading facilities aimed at improving the city's appearance. The information on the substantive issues discussed in the agenda was acknowledged by the commission members.
