Nizhny Novgorod parents were reminded of which payments need to be arranged during the summer.
June 13, 2026 09:39 Society The government continues to actively support Russian families with children by implementing new social assistance measures. One of the latest initiatives is the introduction of a payment based on the refund of personal income tax (PIT). Applications for this payment are limited and will be accepted from June 1 to October 1, so families are advised to take care of its registration during the summer.
"Tax Cashback"
Since the beginning of 2026, there has been an opportunity in Russia to receive an annual family payment based on the refund of PIT. This support measure allows families to reclaim the difference between the PIT paid in the previous year and the amount calculated at a preferential rate of 6%. As a result, a family can receive up to 7% of the paid tax.
The following categories of families are entitled to receive this payment:
- Families with two or more children, including biological, adopted, or foster children, under the age of 18 (or up to 23 years if the child is studying full-time, is not married, and does not have significant personal income).
- Families in which both or one of the parents (adoptive parents, guardians) are citizens of Russia, permanently residing and having tax residency in the country.
- Families whose average per capita income does not exceed one and a half living wages for the able-bodied population in the region. Most official incomes are taken into account, while maternity capital and one-time payments at the birth of a child are not included.
- Families where at least one of the parents officially receives income subject to PIT at a rate of 13%. Such incomes include salaries, royalties, and part of the income of individual entrepreneurs under the general taxation system. Self-employed individuals and individual entrepreneurs under special tax regimes without paying PIT are not entitled to this payment.
It is important to note that the family's assets must not exceed established norms, and parents must not have arrears in alimony. Each of the working parents who paid PIT in the year preceding the application submission has the right to receive the payment. Lawyer Olga Fedorova, in a comment for 360.ru, explained that the following example can be used to calculate the payment amount: A mother, working officially, earned 1 million rubles in 2025. The PIT amounted to 13%, which is 130 thousand rubles. If the family meets the conditions, the rate for them will be 6%, and the PIT at the preferential rate will be 60 thousand rubles. Thus, the family payment will amount to 70 thousand rubles (130 thousand - 60 thousand = 7% of income).
Unified benefit for children up to 17 years for large families
As of May 22, the rules for assigning a unified benefit for children up to 17 years for large families have changed. The amount of the payment is calculated individually and is tied to the regional living wage for a child. The standard amount of the payment is 50% of this minimum. If, after assigning the basic amount, the average per capita income of the family remains below the living wage, the payment increases to 75%. If even the increased amount does not allow reaching the necessary income level, the full amount of the living wage is paid.
Recently, it has become possible to retain the benefit even if the average per capita income of the family slightly exceeds the living wage (up to 10%). Large low-income families that lost the right to the benefit due to exceeding income from January 1, 2026, will automatically receive the payment for 12 months, starting from January 2026. A notification about the resumption of the right to social benefits will be sent to the "Gosuslugi" portal.
All refusals issued by the Social Fund solely due to a slight excess of income from January 1, 2026, will be reviewed without the need to submit new applications.
Applications for benefits can be submitted at any time. The payment is assigned for 12 months and can be extended. The benefit ceases when the child turns 17 years old.
Unified benefit for low-income families for children up to 17 years
This payment is also assigned for 12 months with the possibility of extension. Its basic amount is 50% of the living wage for a child in the region. If the amount turns out to be insufficient, it can be increased to 75% or 100%.
Conditions for receiving this payment include:
- The average per capita income of the family must not exceed the living wage established in the region.
- Each able-bodied family member must have earned at least eight minimum wages over the past 12 months.
- The family's assets must comply with established norms.
- The applicant and the children for whom the benefit is being applied must be citizens of Russia, permanently residing on its territory.
If the application is submitted within six months after the child's birth, the benefit is assigned from the month of birth (but not earlier than the month the child acquires Russian citizenship). In this case, payment for all past months is possible. If the application is submitted later, the benefit is assigned from the month of application, but not earlier than the month the child acquires Russian citizenship.
Applications for benefits can be submitted through the "Gosuslugi" portal, in person at the office of the Social Fund of Russia, or through MFC.
Other types of support
In addition, Russia provides a one-time maternity and childbirth benefit for the entire duration of maternity leave (in the amount of 100% of the average earnings) and a monthly benefit for childcare up to one and a half years. The monthly benefit, known as "maternity leave pay," begins to be paid the day after the end of the maternity leave. The duration of the maternity leave depends on the course of pregnancy and childbirth.
