      On June 4, a meeting of the Ministry of Social Policy of the Nizhny Novgorod Region took place in the Nizhny Novgorod Kremlin, where the results of work in 2025 were summarized and plans for 2026 were outlined. The First Deputy Governor of the Nizhny Novgorod Region, Andrey Gneushev, noted that over a million people in the region receive social services. According to him, social obligations remain a priority, including support for families with children, the elderly, and participants of the special military operation (SMO). The Minister of Social Policy of the Nizhny Novgorod Region, Igor Sedykh, reported that starting from January 1, 2025, the national project "Demography" has been replaced by the national project "Family." In 2025, 2.9 billion rubles were allocated for its implementation, which has been fully utilized, covering more than 7,000 families with support measures. In 2026, funding will exceed 4 billion rubles.

      From July 2025, the region will implement the "Parental Basic Income 'OSNOVA'" and "Gift for Newborns" projects, introduced at the initiative of Governor Gleb Nikitin as part of the "Five Years of Family" initiative. Since the start of implementation, over 15,000 certificates for receiving "OSNOVA" and more than 16,000 gifts for newborns have been issued. By the end of 2025, the Nizhny Novgorod Region exceeded the Rosstat forecast for birth rates by 4%. According to Rosstat, the poverty level in the region in 2025 was 5.2%, compared to the national average of 6.7%. Since 2023, it has decreased by 2%. One of the support tools remains the social contract: since the program's inception, about 60,000 contracts have been concluded. In 2026, more than 1 billion rubles are allocated for these purposes, with plans to conclude over 4,500 contracts.

      From 2025, a separate type of social contract for SMO participants has been introduced, providing a simplified procedure for registration without considering the average per capita income of the family. An interdepartmental commission on supporting SMO participants and their families continues to operate. Since 2022, a military social contract has also been applied.

      Natalya Smotrakova, Chair of the Legislative Assembly Committee on Social Issues of the Nizhny Novgorod Region, reported that in 2025, the "Parental Basic Income 'OSNOVA'" was established, the need criterion for assigning monthly benefits for disabled children was increased, and an expedited and priority procedure for providing social services to veterans and combat action participants and their families was introduced.

      At the conclusion of the meeting, awards were presented to social sector employees, and the results of the regional stage of the All-Russian Professional Skills Competition in the field of social services were summarized. The competition featured 83 projects from 66 institutions.

      The national project "Family" is being implemented on the instruction of Russian President Vladimir Putin and is aimed at expanding support measures for families, developing active longevity, and ensuring accessible medical care.
