The sustainability of regional budgets was discussed at the meeting of the State Council commission.

      On June 4, 2026, at 17:15, Politics The issues of the sustainability of regional budgets and the improvement of financial support mechanisms were discussed at the first in-person meeting of the State Council of the Russian Federation commission on the "Economy and Finance" direction. It was chaired by the governor of the Chelyabinsk region, Alexey Teksler.

      As noted by Alexey Teksler, during the first half of the year, the commission actively worked with subjects and federal authorities on budget sustainability issues.

      "On behalf of all regions, I want to thank President Vladimir Putin: he supported the proposal of 'United Russia' and made the decision to postpone the repayment of the remaining one-third of the debts of the subjects on budget loans, which was planned for this year, to a later period in 2026," said the chairman of the commission.

      It is specified that this decision will allow subjects to build their budget policy more flexibly and direct resources to priority tasks. Among them are support for participants of the Special Military Operation (SMO) and their relatives, as well as the development of housing and communal services.

      At the meeting, Alexey Teksler announced a number of initiatives for further improving financial support mechanisms for regions, which the commission is working on together with the subjects. These include:

      - increasing the limits of treasury loans provided to regions within the year to reduce the attraction of commercial borrowings and cut costs for their servicing;

      - refining approaches to support subjects considering differences in their budget situations and sectoral structure of the economy;

      - continuing to adjust tax and budget instruments to strengthen the revenue base of regions.

      According to Alexey Teksler, all proposed measures will be summarized and forwarded for further joint development with the Ministry of Finance.

      "The main topic we discussed today and will continue to discuss is regional budgets. The situation in the regions is indeed different. Therefore, along with universal support measures, targeted solutions for individual subjects are necessary to support their sustainability," emphasized the head of the commission.
