He spoke about the meeting on his MAX channel. The main topic of discussion was the implementation of integrated territorial development projects (ITDP) and their role in improving the quality of life for families. According to Evgeny Lyulin, the construction industry faces a massive task - to improve living conditions for at least 5 million Russian families annually. To achieve this, it is necessary to introduce 0.8 square meters of housing per resident of the country each year. As the speaker noted, developers believe that achieving these indicators is realistic; however, clear and flexible ITDP mechanisms are required. He emphasized that the rules must be transparent and equally understandable for both developers and future residents.

      When implementing the ITDP program, its conditions need to be adapted to the real needs of people. It is essential not to build new structures next to existing old ones but to have the opportunity to carry out major renovations while rationally investing the remaining funds in the additional development of the territory. For this, legislation needs to be refined today, Lyulin added.

      The speaker also emphasized that creating comfortable homes and schools cannot be ensured solely by the efforts of builders. A comprehensive concept aimed at supporting families and increasing birth rates is necessary.

      Therefore, it is also important to enshrine in regulatory documents not just the level of building height and parking requirements but the actual quality and convenience of the urban environment. This philosophy is applied, for example, to the construction of micro-districts in Kirov. I have seen how every meter of territory there is thoughtfully designed for life, the parliamentarian said.

      All proposals received from developers are planned to be discussed in detail in June at the Council of Legislators of the Volga Federal District. After that, the prepared package of initiatives will be sent to the State Duma and the Government of the Russian Federation for further development.
