Gleb Nikitin submitted a bill to the Legislative Assembly of the Nizhny Novgorod Region for a complete ban on the sale of vapes in the region.

      On May 27, 2026, at 15:40, Politics Governor Gleb Nikitin submitted a bill to the Legislative Assembly for a complete ban on the retail sale of vapes, liquids for them, and other devices for consuming nicotine-containing products. The document is posted on the ZSNO website.

      The document was developed to reduce the consumption of nicotine-containing products, primarily vapes and their liquids. The explanatory note states that the number of users of electronic nicotine delivery systems is growing annually, especially among young people. This, according to the authors of the initiative, indicates the inadequacy of existing federal restrictions.

      The bill proposes to establish a number of concepts, as well as to prohibit legal entities and individual entrepreneurs from retailing nicotine-containing products and devices for their consumption, including electronic nicotine delivery systems, within the region. Other activities aimed at transferring such products to third parties, as well as their storage, are also prohibited.

      In addition, the document prohibits the promotion of the sale of tobacco, nicotine-containing products, devices for their consumption, and hookahs using architectural and artistic lighting and signage.

      Control over compliance with mandatory requirements is planned to be entrusted to the executive body of the Nizhny Novgorod region, which will be determined by the regional government.

      It is expected that the law will come into force on September 1, 2026, but not earlier than 90 days after its official publication.

      It should be noted that in the summer of 2025, the issue of restricting the sale of vapes at the regional level was discussed by Governor Gleb Nikitin with President Vladimir Putin during the head of state's visit to Sarov in the summer of 2025. The president supported this idea.

      Earlier, the regional parliament sent proposals to the State Duma to amend federal legislation so that the subjects of the Russian Federation would have the authority to restrict the retail sale of vapes. The initiative of the Nizhny Novgorod deputies has already been supported by the State Duma Committee on Economic Policy and the Government of the Russian Federation.

      After that, the chairman of the ZSNO, Evgeny Lyulin, stated that after a corresponding decision is made at the federal level, the ban in the Nizhny Novgorod region will be introduced without delay.
