A building will be constructed in Nizhny Novgorod's "City of Health" for 16.7 billion rubles.
On May 22, 2026, at 17:42, the Nizhny Novgorod region signed a contract for the construction of a new oncology center. As reported by the press service of the regional government, the surgical building with a polyclinic will be built as part of the flagship regional project "City of Health" on the territory of the Nizhny Novgorod Regional Clinical Hospital named after N.A. Semashko.
It is expected that the commissioning of the building will significantly improve the quality and efficiency of assistance to patients with oncological diseases, as well as expand the use of modern high-tech treatment methods.
Governor Gleb Nikitin reported that the contract provides for the execution of a complex of works: engineering surveys and design are planned for 2026-2027, while construction and equipping with modern equipment are scheduled for 2028-2031.
"The capacity of the facility is colossal: about 100,000 hospitalizations and more than 250,000 outpatient and diagnostic visits per year," said Gleb Nikitin.
Preliminary architectural solutions suggest a height of four to nine floors. The building will house a round-the-clock surgical hospital with 380 beds and a day hospital for minimally invasive interventions. The operating block will include 24 operating rooms, including robotic ones. A full-cycle diagnostic block and a polyclinic department for 600 visits per shift are also planned.
As emphasized by the acting director of the N.A. Semashko Regional Clinical Hospital, the chief freelance oncologist of the regional health ministry, Sergey Gamayunov, the new building will become a center for outpatient, diagnostic, and surgical assistance for residents of the region with oncological diseases. This will allow for a more efficient routing of patients and reduce waiting times for surgeries.
The regional health ministry reminded that the "City of Health" project is being implemented at the initiative of Governor Gleb Nikitin. Its goal is to concentrate the maximum volume of high-tech medical assistance for adult patients in a single framework—at the sites of the N.A. Semashko Regional Clinical Hospital and the nearby N.N. Blokhin National Medical Research Center of Oncology, the "Nizhny Novgorod Regional Clinical Oncology Dispensary."
The initiative has received support from the Russian government and the Ministry of Health of the Russian Federation and has been included in the national project "Sustained and Active Life." More than 16.7 billion rubles are allocated for the construction of the surgical building, including over 10.3 billion rubles from the federal budget and more than 6.4 billion rubles from the regional budget.
In addition, the project includes the creation of a Nuclear Medicine Center with a cyclotron, two PET/CT systems, and an SPECT/CT system. Contracts for the supply of the latter have already been concluded. Capital repairs of the N.A. Semashko Regional Clinical Hospital and the construction of infrastructure for accommodating patients who do not require hospitalization and their accompanying relatives are also planned.
