On May 21, 2026, at 10:58 AM, Politics The Legislative Assembly of the Nizhny Novgorod Region plans to send an appeal to the Chairman of the State Duma Vyacheslav Volodin with a proposal to amend federal legislation and allow one owner to register multiple guest houses in the registry. The draft document has been published on the ZSNO website.
This concerns the amendment of the Federal Law of June 7, 2025, No. 127-FZ "On the Experiment for Providing Guest House Services."
Recall that at the end of 2025, the Nizhny Novgorod Region was among the regions where an experiment to regulate the activities of guest houses will start in 2026. It is planned to launch it in the region in September. The goal is to create favorable conditions for the development of the tourism industry.
In the Legislative Assembly, it is noted that according to the Russian Union of the Tourism Industry, by mid-January 2026, about 5,500 guest houses have been entered into the registry—about a third of their total number in the country. One of the reasons for the slow inclusion of facilities, parliamentarians say, is the existing restriction. Currently, by law, only one house can be registered, even if the owner has several and all meet the requirements, while in tourist-attractive settlements, several houses owned by the same owner are often used to accommodate guests.
The regional parliament believes that lifting the restriction will bring a significant part of the private rental market out of the "shadow" sector, ensure the legalization of guest houses, and increase budget revenues. Moreover, it will help meet the demand for classified accommodation during peak tourist flows.
According to preliminary estimates by experts in the tourist centers of the Nizhny Novgorod Region, after lifting the restriction, the number of legalized guest houses may increase by 15-20%, and in Diveevo—up to 30%.
In 2025, the tourist flow in the region, according to mobile operators, reached 5 million people. This is 300,000 more than the previous year and 900,000 more than the figure for 2023. Against the backdrop of growing domestic tourism, the issue of expanding the accommodation capacity remains relevant.
Deputies also point out that lifting the restriction will expand the opportunities for tour operators to form tourist products, as by law, it is considered formed when there is accommodation service on the territory of Russia. According to experts' estimates, this measure could increase the volume of tourist services by more than 12%, especially in rural areas.
