The council of the primary branches of the United Russia party took place in Nizhny Novgorod.
On May 19, 2026, at 15:30, a regional council of primary branches of the United Russia party was held in Nizhny Novgorod. The event gathered secretaries of primary branches from various municipalities in the region.
Present at the meeting were Dmitry Filipenko, head of the Nizhny Novgorod regional executive committee of the United Russia party; Seyran Iskenderov, chairman of the Nizhny Novgorod regional council of primary branches of the United Russia party; Dmitry Grachev, deputy minister of internal regional and municipal policy of the Nizhny Novgorod region and participant in the Special Military Operation (SMO). Via video link, State Duma deputy Artem Kavinov joined the council while meeting with primary branch leaders in the Krasnobakovsky district.
"Primary branches are truly people of action. Some weave camouflage nets, some sew bed linens for hospitals, and some collect and send humanitarian cargo. It is here that genuine work, sincere involvement, and constant communication with people take place. I was very pleased with the young, energetic team: the desire to work, propose ideas, take responsibility, and move forward is evident. It is no coincidence that the party leadership pays special attention to primary branches. As party chairman Dmitry Medvedev emphasized, it is the primary branches that form the foundation of the party, where initiatives are developed, party tasks are implemented, and work with people is organized. Therefore, it is so important to meet with the active members, see best practices, and share this experience with other territories. And, of course, the key remains what President Vladimir Putin says: established feedback with people is the responsibility of primary branches. And today we see that many teams are truly fulfilling this task with dignity," emphasized Artem Kavinov.
The council began with the awarding of winners of the grant competition "Primary Branch of Good Deeds," aimed at supporting small initiatives. This year, 88 primary branches participated, of which 10 received 50,000 each for project implementation.
The winners were the following projects:
- Festival "Bright Colors of Childhood" (Semenovsky Municipal District)
- "Dry Shower. Cleanliness Away from Home" (Gaginsky Municipal District)
- "Formation of Public Space for Residents" (Sosnovsky Municipal District)
- "VDK - Territory of Our Own" (Ardatovsky Municipal District)
- Improvement of the area of the holy spring in the village of Semyany (Vorotynsky Municipal District)
- Reconstruction of the path to the obelisk for WWII participants in the "Memory of Victory" square in the village of Berezov Maydan (Vorotynsky Municipal District)
- Improvement of the children's playground "Deep Care - Territory of Childhood under Unified Protection" (Boris Municipal District)
- Festival-competition of cultures of the peoples of Russia among youth within the framework of the Year of Unity of the Peoples of Russia "Together - We Are Russia!" (Navashinsky Municipal District)
- Festival "Our Family" (Pavlovsky Municipal District)
- Forum "Heart of a Woman" (Pavlovsky Municipal District)
Also, at the meeting, the results of the "Our Primary Branch" competition for April of this year were summarized. Activists from primary branch No. 6 of the Spassky Municipal District received materials for sewing clothes and linens for participants of the SMO.
"The ideas of the projects are absolutely diverse - from cultural festivals and improvements to assistance for SMO participants - but they are united by one thing: the desire to make the world around better. This is the people's program of 'United Russia' - support for initiatives at the local level, development of territories, and good neighborliness. Secretaries of primary branches know the problems of people very well, and they truly care about solving these problems and making life more comfortable. Primary branches are the main asset of the party, thanks to which we understand in which directions we need to move forward," noted Dmitry Filipenko.
After the awards, in a strategic session format, participants prepared proposals for the new People's Program of "United Russia." Round tables discussed issues related to attracting youth to primary branches, implementing projects of initiative budgeting, and developing rural territories.
"This format of live communication allows us to identify the most pressing, most acute issues that truly concern people on the ground. We discuss problems together, share experiences, argue, and seek solutions. And this is not just talk. The most important thing is that all the proposals voiced will definitely be considered and may be included in our People's Program for the next five years," said Dmitry Grachev.
As a result of the discussions, each working group presented their best ideas to the experts. Participants highlighted aspects such as technological improvement of platforms for voting on initiative budgeting projects, creation of competitions for children's initiatives on improvement, reduction of the tax base for agricultural entrepreneurs, retention of young specialists in rural areas, and development of rural tourism.
"Meetings of the council of primary branches are important for both the active members and the regional executive committee. Together, we are forming a solid system of interaction among all levels of the party. The main thing is that primary branches are alive, with truly caring people who are concerned about the fate of the region and the country. And we, for our part, support their initiatives and want more people to join active work," noted Seyran Iskenderov.
