"United Russia" and the government have ensured the country's agricultural leadership.
Agriculture today is the locomotive of the economy and a source of national pride, which is why "United Russia" and the Cabinet will continue to pay special attention to the formation of food sovereignty, said the Secretary of the General Council of the party, Vladimir Yakushev, at the plenary session of the district reporting and program forum "There is a result!" in Omsk. This topic will be reflected in the new People's Program of the party.
"Russia currently provides itself with grain at 169% and meat at 101.7%. We are the world leader in wheat exports. As our President noted, Russian grain, vegetable oils, fish, confectionery, and other goods are known and loved in more than 160 countries around the world. Behind these records are specific decisions of 'United Russia'. Together with the Government, we have provided unprecedented state support to farmers—about 665 billion rubles of federal funds just last year," he reported.
The second direction that will be included in the new People's Program is the comprehensive development of rural areas.
"The corresponding program is fully synchronized with the party's people's program; it is the deputies of 'United Russia' who annually guarantee its funding, which reached more than 110 billion rubles in 2025. As a result, new schools and kindergartens, FAPs and clinics, sports and cultural institutions are appearing in villages. Housing is being built, roads are being updated, and cultural houses and libraries are being repaired. Thanks to the rural mortgage proposed by the party at 3%, tens of thousands of families have built their homes. Now this measure has become indefinite," reminded Vladimir Yakushev.
Another area of joint work between "United Russia" and the Government is creating conditions for the professional realization of youth in rural areas and training personnel.
With the support of the party, more than a thousand school agricultural classes have been opened across the country, and the programs "Rural Doctor," "Rural Paramedic," and "Rural Teacher" attract young and qualified specialists to rural areas. In addition to them, programs "Rural Cultural Worker" and "Rural Coach" have been launched.
In turn, Deputy Prime Minister Dmitry Patrushev emphasized that "United Russia" acts as a partner of the Government in the development of the agro-industrial complex and is deeply immersed in the situation on the ground—this allows the Cabinet to formulate projects and state programs with a focus on what is important for people.
According to him, the volume of state support for the agro-industrial complex in recent years has exceeded half a trillion rubles annually—this is the merit of the legislative activity of "United Russia."
Modern technologies are actively being implemented in the industry: digital platforms, autopilot systems, artificial intelligence, and robotic equipment are used in agriculture, noted the Deputy Prime Minister.
Additional support mechanisms are being developed under the party project "Russian Village." In particular, in 2026, a separate federal project for the development of small agribusiness was launched, for which about 15 billion rubles are planned for implementation.
Support for the sale of agricultural products continues. There are already about 80 agro-aggregators operating in the country, which help deliver farmers' goods to retail chains.
Starting in 2025, the national project "Technological Support for Food Security" will be implemented, aimed at developing breeding, genetics, the production of feed additives, vaccines, machinery, and equipment.
The Deputy Prime Minister noted the importance of training personnel for the agro-industrial complex and attracting youth to the industry: within the framework of the national project, more than a thousand agro-technological classes have already appeared, and by the end of 2030, their number should reach 18,000.
Overall, since 2020, transformations have affected 13,000 settlements and positively impacted the quality of life of 17 million people. More than 6,000 infrastructure facilities have been built and modernized.
"By the horizon of 2030, we face extremely serious tasks related to preserving the share of the rural population, increasing the number of improved housing, enhancing staffing levels, and attracting youth to the industry," said Dmitry Patrushev.
Nizhny Novgorod region is among the leading agricultural regions of the Volga Federal District. The region has 337 agricultural organizations, about 1,780 farms and individual entrepreneurs, more than 68 agricultural cooperatives, and over 400,000 personal subsidiary farms.
In 2025, the gross agricultural output exceeded 168 billion rubles, and the production index was about 104% compared to the previous year. The region ranks 1st in the Volga Federal District and 3rd in Russia for potato production; Nizhny Novgorod agricultural producers also have high indicators for flax fiber, sugar beets, grain, vegetables, eggs, milk, and meat. The level of self-sufficiency in grain reaches over 172%, potatoes over 123%, and eggs about 137%.
The volume of agricultural product exports has been achieved at 160% of the plan, with supplies going to 39 countries, including China, Kazakhstan, Azerbaijan, and India.
In the region, more than 90 investment projects are being implemented for a total of over 79 billion rubles, creating more than 4,000 jobs.
As part of the state program "Comprehensive Development of Rural Areas," nearly 1.2 billion rubles have been attracted from the federal budget and 348.7 million rubles from the regional budget in 2025. 145 landscaping projects have been completed, a residential complex of 50 houses has been built in Bolshoye Boldino, the stadium in Voznesensky has been modernized, construction of a water intake with water supply networks in Bolshoye Boldino has begun, as well as other social and engineering infrastructure facilities.
In 2026, federal funding for rural development will increase to 3.9 billion rubles, and regional funding will amount to 348.8 million rubles. The implementation of projects in Voznesensky, Bolshoye Boldino, and Semyonov will continue, and the construction of schools in Volodarsk, Chkalovsk, and Lyskov will begin, as well as sewage networks in Bolshoye Boldino. 118 new landscaping projects will be implemented, housing will be purchased for citizens under lease agreements, and work on creating agro-technological classes and attracting young personnel to the industry will continue.
"Thanks to the joint work of the 'United Russia' party and the regional government, we are gradually moving away from the stereotype that there are no prospects in rural areas, and together we are strengthening the agricultural leadership of the country. There is still much work ahead, but we already see that rural areas are increasingly becoming places where people want to live, work, and raise children. Young specialists are starting to choose the village because here they can find decent work, housing, and social infrastructure. Our task is to consolidate this positive trend and make it irreversible. The Nizhny Novgorod village must become a territory of real opportunities," emphasized the regional coordinator of the party project "Russian Village," the chairman of the Legislative Assembly Committee of the Nizhny Novgorod region on the agro-industrial complex and rural development, Igor Tyurin.
Let us remind you that the start of collecting proposals for the new People's Program of "United Russia" was given by the party chairman Dmitry Medvedev on February 19 at the first district reporting and program forum of the party "There is a result!" in Yekaterinburg. The party will hold similar forums in all federal districts. At these forums, the Government will report on the implementation of the People's Program of "United Russia" in all areas.
In addition, proposals will be formed for a new program document.
The party's program will consist of two documents—this is a new approach in its work. The first is the actual election program, which will gather solutions to the pressing issues facing the country, the party's work plan for the term of office of the future composition of parliament. The second block will contain the fundamental ideological and value guidelines of the party, describing the strategic image of Russia.
The framework of the program for decades will be presented by "United Russia" in June, and in August, by the second stage of the party Congress, the People's Program for five years will be presented.
"United Russia" has created an expert council for the preparation of the People's Program. It includes Heroes of Russia, participants of the SVO, representatives of higher education and science, the rocket and space and nuclear industries, industry and business, the real sector of the economy, public associations, and trade unions.
