The cooperation agreement for its implementation was signed within the framework of the business program of the CIPR-2026 conference (12+) in Nizhny Novgorod by the region's governor, secretary of the Nizhny Novgorod branch of the United Russia party Gleb Nikitin, general director of the Nizhny Novgorod Region Development Corporation Igor Ishchenko, and head of the Volga-Vyatka branch of the Bank of Russia Andrey Popov. According to Gleb Nikitin, the program is aimed at preparing Nizhny Novgorod companies to attract alternative financial instruments—digital financial assets, bonds, and stocks—beyond bank lending. "In the context of a tight monetary policy, this skill becomes critically important for entrepreneurs. Diversifying funding sources will stimulate the investment development of enterprises and attract more off-budget resources for launching projects needed by businesses and the region," said Gleb Nikitin. The "Issuer School" is targeted at medium and large companies that are considering the possibility of entering the public market in the next two to five years. Igor Ishchenko emphasized that businesses are showing interest in expanding financing tools, as current credit rates remain too high for many enterprises. The program is expected to increase the demand for various financial mechanisms in the region and help reduce companies' dependence on bank loans when implementing new initiatives. It is planned that representatives of the Bank of Russia, as well as large consulting and investment firms, will be among the speakers. Andrey Popov noted that the "Issuer School" will not just be a series of lectures on the stock market, but a practical navigator with a step-by-step plan for preparing for the issuance of securities and digital financial assets. As a result of the training, companies will be able to modernize their business models and prepare to use modern tools for attracting funds in the public market, which will strengthen the resilience of the region's economy and give an additional impetus to business development.
