May 18, 2026 18:16 Economy The Chairman of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin, summarized the results of the plenary session of the XI forum "Digital Industry of Industrial Russia" (CIPR), which was attended by the Chairman of the Government of the Russian Federation, Mikhail Mishustin. The speaker noted significant progress in replacing foreign software and the growth of the IT sector's contribution to the economy of the region and the country.
"The pavilions of the Nizhny Novgorod Fair are now filled with 'live hardware.' This is how IT specialists refer to domestic software solutions presented to the forum participants. And in the sections, there is lively communication: developers, customers, and experts discuss the results and plans for the future," wrote the Chairman of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin.
"The contribution of 'digital' to Russia's GDP has exceeded 5 trillion rubles and continues to grow. In the Nizhny Novgorod Region, the contribution of the IT sector to the gross regional product has increased by 47%. This fact was particularly noted by Prime Minister Mikhail Mishustin at the plenary session. This means that the efforts of the government and the Legislative Assembly, along with tax incentives, have helped our IT specialists, and today their developments are yielding results in metallurgy, energy, finance, and logistics," noted the speaker of the regional parliament.
"Machine engineering has been almost completely transitioned to domestic software products. I remember that in 2022, some had doubts: could we replace 5,000 critically important IT solutions for industry? We did! Despite all the sanctions and intrigues, we created a software-hardware framework for all design bureaus in the country. Now it allows engineers to combine efforts, work faster, more accurately, and more efficiently," Evgeny Lyulin said.
"Of the 170 initiatives announced in previous years at CIPR, two-thirds have already been implemented. For every state ruble, an average of 7 rubles in investments has been attracted. Artificial intelligence, computer vision, machine learning, unmanned transport, and much more are no longer dreams but realities of the industry. All together, this is a contribution to increasing labor productivity and creating a reliable foundation for Russia's technological leadership," the speaker concluded.
