Artem Kavinov: "We see how engaged the residents of the Vetluzhsky district are in the development of their territory."

On May 17, 2026, at 13:16, Society In Vetluga, State Duma Deputy of the Russian Federation Artem Kavinov met with the heads of enterprises and institutions, deputies of the Council of Deputies, as well as representatives of the primary branches of the United Russia party, the pedagogical community of young teachers, and youth movement activists. Also participating in the event were Deputy Chairman of the Legislative Assembly of the Nizhny Novgorod Region Denis Bakiyev and Chairman of the Nizhny Novgorod Regional Council of Primary Branches of the United Russia Party Seyran Iskenderov.

The main topic of the meeting was to summarize the results of the implementation of the People's Program and to collect new proposals from residents of the northern territories of the region. Participants paid special attention to issues of healthcare, support for young specialists, development of territories, and the work of primary party branches.

"Today, it is especially important to hear people directly. We see how engaged the residents of the Vetluzhsky district are in the development of their territory, how they care about the issues that concern the future of the area. Over the past five years, much has been achieved thanks to the People's Program, and now people come not just with requests, but with specific proposals. This speaks of trust and the results of our joint work," noted Artem Kavinov.

During the open dialogue, participants raised issues of landscaping, staffing in the social sphere, support for large families, and further development of the northern regions of the region. One of the key topics was the accessibility of medical care and strengthening the healthcare system, as well as support for cultural institutions.

"I am a native resident of Vetluga. I see how the city has changed for the better in recent years. Roads are being repaired, new housing is being built, public spaces are being improved, children's playgrounds and recreation areas are appearing. We have opened a modern youth center, sports infrastructure is developing, and cultural institutions are being updated. But today my main message to the deputies is related to the United Russia party's project 'Culture of the Small Homeland.' Thanks to this program, cultural institutions in small towns have had the opportunity to update their material base, carry out repairs, and support creative teams. I really want the support for the culture of small towns to be strengthened because culture is not just leisure, but what a person lives by, their spiritual foundation and the future of our territories," noted one of the meeting participants, Olga Smirnova.

According to Denis Bakiyev, such meetings allow for building effective feedback with residents.

"Any direct meeting with residents always brings results because there is an open and honest dialogue. People talk about what really concerns them—from landscaping to serious infrastructure issues. We will take all proposals and appeals into account," he emphasized.

A separate block of the meeting was dedicated to the role of primary party branches in addressing local issues and working with residents in the territories.

"Today, it is precisely the primary branches that are the foundation from which real work begins on the ground. These are the people who are daily close to residents, helping to solve specific problems, supporting families of SVO participants, working with youth and veterans. It is very important that there are strong and proactive teams in the Vetluzhsky district ready to take responsibility for the development of their territories," noted Artem Kavinov.

According to Seyran Iskenderov, to support such initiatives, the Regional Council of Primary Branches launched the project 'SVOya Primary,' within which active teams can receive grants for the development of their areas.

Another important project is 'Primary of Good Deeds.' It is aimed at supporting initiatives that help solve specific problems of residents on the ground. We want the best practices of primary branches to be developed and become examples for other territories," he explained.

As a result of the meeting, a number of residents' proposals were taken for further development to be included in the new stage of the People's Program.
