      On May 13, 2026, at 17:58, Politics. The Chairman of the Regional Legislative Assembly, Evgeny Lyulin, spoke about changes in legislation aimed at supporting participants of the Special Military Operation (SMO).

      “The State Duma today adopted several laws to support participants of the special operation and their family members. I am introducing you to the innovations in legislation. An SMO fighter will no longer lose their land plot due to not being able to extend documents. The rights to lease or free use of land for personal subsidiary farming or individual housing construction will be automatically extended for the entire duration of service and for one year after demobilization,” wrote the speaker of the Regional Legislative Assembly, Evgeny Lyulin, on his MAX channel.

      “A mother or father of an SMO participant will be able to assist them during their rest. A law has been passed granting one of the parents the right to take annual leave at work simultaneously with them. Leave will be granted if the fighter does not have a spouse, and after being wounded, they became a disabled person of group I or II but continue to serve. SMO fighters and their spouses will be exempt from obligations on overdue loans up to 10 million rubles. This applies to fighters who signed a service contract starting May 1, 2026. A similar provision for those who had debts was already introduced in 2024,” reported the chairman of the regional parliament.
