On May 13, 2026, at 16:30, Society in the Nizhny Novgorod region plans to expand the directions for using the regional family capital. The corresponding bill was submitted to the Legislative Assembly by Governor Gleb Nikitin. The document is proposed to be considered as a priority.
The changes concern Article 5 of the law "On Additional Measures of Social Support for Families with Children." The amendments will allow the funds from the regional maternity capital to be directed towards block-built houses—townhouses. Families will be able to use the payments for the down payment and repayment of a mortgage loan when building or purchasing such a house, as well as for its acquisition without a mortgage. In addition, the funds will be allowed to be directed towards participation in shared construction of block-built facilities within the Nizhny Novgorod region.
The explanatory note states that the bill aims to improve regional legislation and expand opportunities for families in utilizing support related to the birth or adoption of children.
It is worth noting that starting from July 1, 2025, within the framework of the "FOUNDATION" program, each Nizhny Novgorod family can receive up to one million rubles (including federal payments) for the birth or adoption of a child—the so-called parental basic income or regional family capital. Families have the right to choose the format of receiving funds—lump sum, monthly, or in a combined form. Payments are provided regardless of income level, provided that the mother (or father, if he is the sole parent or adopter) and the child are registered in the Nizhny Novgorod region and the birth is registered with the regional civil registry office.
Monthly payments can be spent on any family needs. Targeted payments are intended for large expenses—including improving living conditions, education, purchasing a car, construction, and gasification of the house.
It was previously reported that since the beginning of 2026, more than 4,000 residents of Nizhny Novgorod have received certificates for maternity capital.
