An online course on AI for civil servants has been developed in the Nizhny Novgorod region.

May 13, 2026 16:20 Society An in-depth online course "Artificial Intelligence for Civil Servants" has been developed in the Nizhny Novgorod region. Employees of state and municipal agencies in the region will complete it by June 1 of this year. All new employees will subsequently also familiarize themselves with the program. The course was developed by the decision of the Interdepartmental Commission on AI, approved by the governor of the Nizhny Novgorod region, Gleb Nikitin. The goal of creating the course is to develop professional standards in the field of AI. Defining such standards responds to the list of instructions from Russian President Vladimir Putin regarding the development and implementation of AI technologies. The course was developed by the Ministry of Digital Development of the Nizhny Novgorod region, the ANO "Gorky Tech," and the Corporate University of the Government of the Nizhny Novgorod region (KUPNO). It includes theoretical and practical materials on the application of AI for document analysis, working with spreadsheets and data; for transcribing audio recordings, preparing minutes, and creating presentations. "The task of artificial intelligence in the public sector is to assist employees in solving routine tasks so that they can focus on truly important issues. The lack of standardized AI training programs for civil servants has been a significant obstacle to further improving the management sphere, but now this issue has been resolved. This is one of the first such online courses in the country. We also consider it important to implement a similar course at the federal level - I proposed this in the national AI implementation plan at the meeting of the relevant commission of the State Council of the Russian Federation in February. We are ready to share our experience," said the Deputy Governor of the Nizhny Novgorod region, Yegor Polyakov. Assigning artificial intelligence to automate the bureaucratic work of the government apparatus is a new step towards increasing work productivity. Artificial intelligence helps to increase the speed of decision-making, saves resources, and ultimately improves the quality of life in the regions due to the aforementioned benefits. "We paid special attention to the safe handling of information, restrictions on the use of AI, and the verification of results. A separate block of the course includes ready-made prompts, final testing, and materials for consolidating skills. The program will be useful for every civil servant in their daily work," noted Alexander Sinelobov, the Minister of Digital Development and Communications of the Nizhny Novgorod region. Materials for study can be found on the KUPNO SDO platform website. Completing the course will take about two hours. Nizhny Novgorod civil servants who complete the AI course will receive a state certificate. "It is important for the participants of our programs to keep up with the times. The new course will help state and municipal employees master artificial intelligence as a tool to assist in their work. Our task is to show that modern digital solutions can be used to improve the efficiency of processes and the quality of services provided to the residents of the region," emphasized Ivan Kalmykov, the rector of KUPNO. We remind you that the development of artificial intelligence is part of the national project "Data Economy and Digital Transformation of the State," which began in Russia on January 1, 2025, by the order of President Vladimir Putin.
