A permit has been issued for the next stage of construction of the duplicate of Gagarin Avenue.

      On May 12, 2026, at 11:06, the Regional Ministry of Construction issued a permit for construction as part of the second phase of the duplicate of Gagarin Avenue in Nizhny Novgorod. This was reported on the agency's website. The document was received by LLC "Concession Construction Company No. 11". The permit concerns stage 2.1 - the construction of the duplicate of Gagarin Avenue (2nd phase, 2nd stage), as well as stages 2.2 and 2.3, which involve the reconstruction of water pipelines made of steel with diameters of 1420 mm and 1020 mm with changes to the routing of the networks.

      Let us remind you that the construction project is being implemented under a concession agreement signed on December 2, 2023, by the government of the Nizhny Novgorod region and LLC "Concession Construction Company No. 11". The length of the highway will exceed 12.3 km, and the construction period is estimated at 4.5 years. The volume of investments is estimated at 64.4 billion rubles, and the term of the concession is 30 years and 9 months.

      The duplicate includes the second, third, and fourth phases of construction. Major works are being carried out within the second and third phases. The concessionaire intends to complete them ahead of schedule: the opening of traffic on the third phase is planned before September 30, 2026, and on the second before June 30, 2027.

      The implementation of the fourth phase with a bridge over the Oka will begin after attracting federal co-financing. Earlier, Nizhny Novgorod residents were shown satellite images of the construction of the duplicate of Gagarin Avenue.
