Nizhny Novgorod companies want to impose fines for the absence of a quota for participants in the SVO.

      On May 8, 2026, at 19:27, Society In the Nizhny Novgorod region, employers may start being fined for not having a quota for the employment of participants in the special military operation (SMO). The corresponding amendments are proposed to be introduced into the regional Code of Administrative Offenses by the United Russia party. The bill has been submitted to the Legislative Assembly.

      This concerns the implementation of a regional law that has been in effect since the spring of 2026. Back in December 2025, deputies approved changes to the law "On Job Quotas." According to these changes, companies with more than 100 employees are required to allocate at least 1% of job positions for participants in the special military operation.

      Now, it is proposed to establish liability for non-compliance with this norm. The amendments provide for fines for officials ranging from 10,000 to 15,000 rubles, and for legal entities from 20,000 to 50,000 rubles.

      Changes are planned to be made to Article 2.15 of the Code. Additionally, officials from the Ministry of Demography and Human Capital Development of the Nizhny Novgorod region are proposed to be granted the authority to draw up protocols and consider such cases.

      Furthermore, the document aligns the provisions of the Code with the updated structure of the regional government — the text specifies the new name of the relevant agency.

      As noted in the explanation to the bill, support for participants in the SMO remains one of the priorities of the regional authorities. The introduction of fines is expected to provide real guarantees of employment and assist in social and professional adaptation after the completion of military service.
