      May 4, 2026 16:33 Economy In the Nizhny Novgorod region, it has been proposed to allocate land to investors for gas stations without auctions under certain conditions. The relevant changes to the Law "On the Regulation of Land Relations in the Nizhny Novgorod Region" have been submitted for public consultation by the regional Ministry of Property. As noted in the explanatory note, the main goal of the bill is to develop a diverse automotive market and create modern road infrastructure. This aligns with the Concept for the Development of Electric Transport in Russia until 2030 and will help provide motorists with the necessary services. It is expected that the land will be allocated based on the governor's order. At the same time, the investor must meet a number of requirements. In particular, they must create new jobs and ensure additional tax revenues to the budget. Another criterion is that the gas station must be put into operation no later than two years after the lease agreement is signed. Additionally, the station must have at least two electric charging devices that meet the requirements of the Ministry of Industry and Trade of Russia for fast charging facilities. The application can be submitted by a legal entity that has owned or leased at least six operating gas stations for no less than two years. The investor must also create a comfortable area for customers, including rest areas, snack options, restrooms, access to Wi-Fi, and charging sockets for mobile devices. The developers of the initiative explain that the changes are related to the development of road infrastructure and the growth in the number of vehicles, including electric ones. Furthermore, the Ministry has also reissued for consultation a bill that tightens the rules for preferential land leasing for investors.
