The fee for kindergarten and meals in Nizhny Novgorod schools will increase by 5% starting May 1.
On April 30, 2026, 16:44 Society Starting May 1, the amount of parental fees for kindergartens and the cost of meals in schools will change in Nizhny Novgorod. The indexation will be 5%. The increase will affect kindergartens in the "big Nizhny" as well as school meals in Nizhny Novgorod, excluding the Kstovo district. As reported by the city department of economic development and investments, on average, expenses will increase by 2−10 rubles per day depending on the child's age, the duration of stay in kindergarten, and the chosen meal format in school. The department explained that the revision of tariffs is primarily related to inflation, including the rise in prices for food and fuel. At the same time, the system of benefits continues to operate in the city. In particular, primary school students are provided with free hot meals once a day. Starting May 1, in the city's schools (except for the Kstovo district), the cost of breakfasts will increase by 4.84 rubles, lunches by 5.8 rubles, and afternoon snacks by 2.24 rubles per day. The fees for kindergartens will also change. In the "big Nizhny," it will increase by 9.1 rubles per day in groups for children under three years old and by 10.06 rubles for children aged 3 to 7 years. In Kstovo, the increase will be 7.95 rubles per day for all age groups with a twelve-hour stay. In municipal kindergartens, in accordance with the legislation, parents of children with disabilities, orphans, children without parental care, and children with tuberculosis intoxication are fully exempt from fees. Additional grounds for exemption from fees are also provided, including for families of participants in the Special Military Operation (SMO), mobilized individuals, contract soldiers, Rosgvardiya and Investigative Committee employees involved in the SMO, "Bars-NN" reservists, as well as for families who have been forced to leave the territories of Ukraine, the DPR, LPR, Belgorod, Bryansk, and Kursk regions. In the schools of the "big Nizhny," free or subsidized meals are provided to children with disabilities, children from low-income, large families, and socially disadvantaged families, children who have lost their parents, as well as children of military personnel and other categories of citizens listed in municipal regulations. In addition, part of the parental fee is compensated. The regional budget provides compensation for kindergarten: 20% for the first child, 50% for the second, and 70% for the third and subsequent children. Additional compensations are provided from the city budget. Low-income families receive 40% for the first child, families with parents with disabilities of the first or second group also receive 40%, and families of municipal kindergarten employees receive 80% for the first child. When two children attend kindergarten simultaneously, the compensation for the second child is 50%, and for families with three or more children, it is 30% for the third and subsequent children.
