The procedure allows every Russian citizen to influence who will represent their interests from the party as a deputy at the local, regional, or federal level. Voting takes place ahead of the September 2026 elections to the State Duma of the Russian Federation and the Legislative Assembly of the Nizhny Novgorod Region. Citizens of the Russian Federation over 21 years old, registered in the region, can submit documents to participate in the selection. For veterans of the special military operation who participated in the preliminary voting, an additional 25% will be added to the results this year. The package of documents was presented to the regional organizational committee by Dmitry Filipenko, the head of the Nizhny Novgorod regional executive committee of the "United Russia" party. The candidate applied for preliminary voting in territorial group 4 (Moscow District). "Politics is not promises, but daily work. I am running for election to show by my example: results are possible if you act honestly, professionally, and in the interests of the people. I consider my main task to ensure that people's requests become laws, and funds translate into specific roads, schools, and clinics. My goal is to translate accumulated experience into real, measurable achievements," he stated. Dmitry Filipenko was born in 1990 in the settlement of Surovatikha in the Dalnekonstantinovsky District. He graduated from Lobachevsky Nizhny Novgorod State University with degrees in "Public and Municipal Administration" and "Jurisprudence," and holds a PhD in Economics. He worked for ten years in the Ministry of Internal Regional and Municipal Policy of the Nizhny Novgorod Region, where he rose from chief specialist to head of department. Since 2012, he has also been an associate professor at the Department of Management and Public Administration at NNSU. Since 2022, he has been an assistant to State Duma deputy Roman Lyubarsky and the executive director of the Council of Municipalities of the Nizhny Novgorod Region. In the "United Russia" party, he has held the position of first deputy head of the regional executive committee since 2023, and since 2024, he has headed the regional executive committee and is the deputy secretary of the regional branch.
