Furthermore, the contractor JSC "OKO" does not want to continue working with the contractor and is unilaterally terminating the contract. In addition, the customer will seek the return of part of the previously paid and unworked advance through the court. The General Director of "OKO," Dmitry Sivokhin, stated to the publication that the company has doubts about "RosKapStroy's" ability to implement the second stage of the project with the current staff. "There should be trust between the customer and the general contractor on such a huge project, but it was not there," he noted. According to him, when the contractor was offered to perform additional work in parallel with the paperwork to avoid delays, they insisted on sequentially going through the procedures — with adjustments to estimates and signing additional agreements, which postponed the start of work by several months. Sivokhin also mentioned weak coordination of subcontracting organizations on site. According to him, contractors complained about the lack of funding, and the customer had to solve emerging organizational issues independently. Hiring a large institution subordinate to the Ministry of Construction, "OKO" also hoped that with the increase in project costs and the emergence of unplanned work, the general contractor would be able to partially finance the additional expenses. However, they could not reach an agreement on this matter. "If I have to continue working with them, half of my construction team will stop and leave," added Dmitry Sivokhin. FAU "RosKapStroy" disagrees with the claims and promised to present its position later. The institution has also filed a lawsuit to "recognize the non-normative legal act as invalid." It is possible that this concerns challenging the customer's decision to unilaterally refuse the contract.
