Svyatenko: "Successful practices of the Nizhny Novgorod region are recommended for replication in other regions."

The Deputy Chair of the Federation Council, Inna Svyatenko, held a meeting with representatives of the government of the Nizhny Novgorod region. The discussion, which included the Deputy Governor Andrey Checherin and relevant ministers, took place as part of the "Social Route. Mobile Senator" project program.

The Vice-Speaker of the Federation Council thanked the government of the Nizhny Novgorod region for its work on the socio-economic development of the region. "During the trip, we thoroughly familiarized ourselves with the activities of social institutions. Special attention was paid to adaptive sports. We studied the experience of the Center for Adaptive Sports, where programs are implemented to involve veterans of combat operations and participants of the special military operation in sports," noted Inna Svyatenko.

The Vice-Speaker of the Federation Council reported that during the trip, senators visited 8 institutions, held meetings with residents, and conducted working meetings.

"This helped to form a comprehensive understanding of the development of the region. Based on the results of the trip, we will create a document that will reflect successful practices. We will propose to replicate these in other regions," Inna Svyatenko noted.

Senators were informed about educational programs for youth and their employment, which are implemented at the year-round educational center "KUPNO.START." "This experience allows us to assess modern approaches to supporting young specialists and contributes to the further development of effective measures in the field of youth policy," emphasized Inna Svyatenko.

The Minister of Economic Development and Investments, Denis Ismagilov, informed about the progress of implementing the Federation Council's resolution "On State Support for the Socio-Economic Development of the Nizhny Novgorod Region."

The Minister of Social Development and Family Policy, Igor Sedykh, reported on the best practices in the region's demographic policy.

The delegation of the Federation Council paid special attention to issues of support for participants in the special military operation. During the trip to the Nizhny Novgorod region, senators Darya Lantratova and Svetlana Kirillova held a round table on issues of comprehensive support for military personnel and their families. Together with leaders of relevant public organizations and funds, they communicated with the wives and mothers of special operation participants.

"We addressed citizens' appeals on the spot. Some of the necessary laws have already been adopted, and we explained how the mechanisms work. From our meetings with soldiers and their wives, several laws have already emerged that helped to regulate life situations. Today's issues have also been taken into account," noted Darya Lantratova.

As part of the program, the delegation visited the Gorodets municipal district, where they learned about the production cycle of the "Gorodetskaya Rospis" enterprise, visited the museum quarter, and participated in a round table with representatives of folk crafts enterprises and regional authorities.

Senators highly appreciated the successful experience of the Nizhny Novgorod region in attracting investments for the development of folk arts and crafts, forming recognizable brands, and involving craft communities in the development of the creative economy.

"The preservation of cultural heritage requires clear and understandable legal protection. Their intellectual property must be reliably protected from counterfeiting. The Nizhny Novgorod region demonstrates strong practices in the development of folk arts and crafts—from brand creation to attracting investments. Our task is to build systematic support for artisans and enterprises in the industry at the federal level," emphasized Inna Svyatenko.

According to the Vice-Speaker of the Federation Council, the experience of the Nizhny Novgorod region will be useful in the work of the Federation Council's Commission for the Development of Creative Industries and Folk Arts and Crafts, as well as the Coordinating Council on issues of creative industries development.

Senators discussed the development of a federal law on craft activities, which is being worked on in the Federation Council, and a bill submitted to the State Duma aimed at supporting emerging creative entrepreneurs.

During the round table, representatives of the Nizhny Novgorod region voiced proposals for further development, including expanding state support measures for folk arts and crafts enterprises, developing mechanisms to attract large businesses to invest in crafts as objects of high cultural significance, replicating successful regional practices, and forming a clear regulatory legal framework for the industry at the federal level.

"The trip to Gorodets became an important part of the comprehensive work aimed at developing solutions for the preservation and development of folk arts and crafts as a significant element of Russia's cultural and economic potential. Today, it is important to create conditions under which they will be in demand among young people, integrated into the modern economy, and protected at the legislative level," added Senator Olga Shchetinina.

"Gorodets, known as a center for folk crafts, developing the traditions of artistic painting and wood carving, is a vivid example of the synergy between creative industries and folk arts and crafts. In addition, the city serves as the museum capital of the Nizhny Novgorod region, which influences the development of tourism potential not only within its limits but also throughout the region. Gorodets demonstrates an effective model where museum objects and folk crafts, united, are the center of a cultural cluster," noted Senator Yulia Lazutkina.

Additionally, the delegation familiarized itself with the infrastructure supporting creative entrepreneurs in Nizhny Novgorod. Participants of the "Social Route" project visited the "Nizhpoligraf" Master Park, where a wide range of regional brands is presented, and conditions have been created for collaboration between modern designers and keepers of traditional technologies.

"The Nizhny Novgorod region has historically been one of the flagships of folk arts and crafts in Russia. By the end of 2025, regional support measures for crafts enterprises amounted to nearly 51.5 million rubles. Including traditional crafts in the agenda of creative industries opens new markets and allows our unique competencies to compete successfully on a global scale," noted the Minister of Tourism and Crafts of the Nizhny Novgorod region, Sergey Yakovlev.
