The design of the multi-child family certificate has been simplified in the Nizhny Novgorod region.

April 22, 2026 14:29 Society Residents of the Nizhny Novgorod region can now obtain a multi-child family certificate through a simplified procedure. When submitting an application electronically, it is no longer necessary to provide documents — all required information is automatically obtained by specialists through "Gosuslugi." As reminded by the GBU NO "Authorized MFC," applicants residing or staying in the region are entitled to receive the certificate. The document can be issued in both paper and electronic form - they have the same legal force. Both options are available simultaneously if desired. If an electronic certificate is issued, the document package is reduced from nine items to zero. "You can apply for an electronic certificate through your personal account on the Gosuslugi portal. In this case, all necessary information is automatically uploaded. The applicant will not need to separately upload passport data, documents confirming the registration of civil status acts, or certificates of children aged 18-23 studying in school or vocational education institutions," explained Deputy Governor of the Nizhny Novgorod region Yegor Polyakov. If the applicant additionally decides to obtain a paper version of the certificate, they will need to provide photographs. For this, they must personally visit the social protection department at their place of residence or the MFC. The service delivery time in the region has been reduced from 10 to 8 working days, regardless of the chosen document format. This has resulted from the joint work of the regional center for optimizing state and municipal services based at the GBU NO "Authorized MFC" and the Ministry of Social Development and Family Policy of the Nizhny Novgorod region. You can make an appointment at the MFC in advance through the Nizhny Novgorod region MFC portal or by calling the call center: 8 (831) 422-14-21. The development of online services for the convenience of citizens is being implemented as part of the federal project "Digital Platforms in the Social Sphere" of the new national project "Data Economy and Digital Transformation of the State." It has been in effect since January 1, 2025, by order of President Vladimir Putin. It was previously reported that residents of Nizhny Novgorod would be able to evaluate social institutions through the "Gosuslugi" portal. NIA "Nizhny Novgorod" has a Telegram channel.
