A portal "Foster Parenting" has been launched in the Nizhny Novgorod region.

      In the Nizhny Novgorod region, the "Foster Parenting" portal (https://новаясемья-нн.рф) has started operating. It contains information for candidates wishing to adopt a child into their family. The service was developed on the initiative and with the methodological support of the Autonomous Non-Profit Organization "Resource Center 'Children in the Family'", as reported by the regional Ministry of Social Development and Family Policy. The portal includes requirements for candidates to become foster parents and instructions on the stages and types of placing a child in a family. An interactive map of 57 "foster parenting schools" operating in the region has also been published, along with information about the start of upcoming training sessions. According to the Minister of Social Development and Family Policy of the Nizhny Novgorod region, Igor Sedykh, the resource gathers the necessary documents for adoption or guardianship, information about regional and federal payments and benefits when adopting a child into a family. Visitors to the site can learn about the possible difficulties of a child's adaptation in a new family, watch video stories from other families. The portal also publishes addresses and phone numbers of specialized organizations, as well as answers to the most frequently asked questions. As of early 2026, there are more than 7,700 orphans and children left without parental care living in the Nizhny Novgorod region. Of these, 93% are raised in foster families. About 590 children continue to reside in social institutions, nearly 90% of whom are teenagers and children who have siblings. The portal features current profiles of children who wish to find a family. This section is updated monthly. Most of the children are teenagers, siblings who cannot be separated, as well as children with disabilities and health limitations. Svetlana Meller, the director of the Autonomous Non-Profit Organization "Resource Center 'Children in the Family'", reported that over the past 1.5 years, the training program in "foster parenting schools" has been updated in collaboration with the ministry, adding six new modules. These modules focus on resource families, kinship care, children with disabilities, teenagers, children with HIV status, and siblings. In 2025, 914 residents of the region completed training in "foster parenting schools." The leaders in preparing candidates were Nizhny Novgorod, Semyonov, Sergach, Arzamas, and Dzerzhinsk. The launch of the portal and the update of the program are part of the implementation of the "Unified Model of Assistance to Children" concept in the region. Its goal is to reduce the number of children in stationary social institutions by four times over five years and to build a support system for families in crisis situations without separating them from their children. The Autonomous Non-Profit Organization "Resource Center 'Children in the Family'" has been created to coordinate this work. The creation of the portal is aimed at preventing social orphanhood and creating conditions for raising children in families in accordance with the goals of the national project "Family."

      The national project "Family" was launched in 2025 by the order of the President of Russia, Vladimir Putin. It succeeded the national projects "Demography" and "Culture" and provides for the expansion of support measures for families, the creation of conditions for active longevity of the older generation, and ensuring accessible medical care.
