Heads of two Nizhny Novgorod municipal institutions accused of bribery totaling 6 million: details

      On April 10, 2026, at 19:06, Incidents In Nizhny Novgorod, a corruption scheme involving the heads of municipal road enterprises "RED" and "Center" was uncovered. The total amount of bribes received by them exceeded 6 million rubles. According to the regional Main Directorate of the Ministry of Internal Affairs, the director of the municipal budgetary institution "RED" conducted a tender for the purchase of anti-icing materials in preparation for the winter season. According to laboratory tests, the proposed products did not meet GOST standards and had a lower working temperature than stated. Despite this, a contract was signed with the supplier. During the investigation, law enforcement identified other violations. In January 2026, the head of "RED" signed a contract for snow placement at a temporary storage site but failed to collect the full payment. As a result, the municipal institution suffered damages in the form of lost profits amounting to over 2.4 million rubles.

      Furthermore, according to the investigation, from April 2023 to December 2024, the director of "RED" received 2.8 million rubles from an entrepreneur for unobstructed payment for the supply of anti-icing reagents under municipal contracts. The transfer of money was carried out through an intermediary. It later emerged that the same entrepreneur paid another bribe of 3.5 million rubles to the director of the municipal budgetary institution "Center." According to law enforcement, the funds were transferred from April 2023 to February 2024 for similar actions related to payment for supplies. Criminal cases have been initiated against both directors for receiving bribes on a particularly large scale. The director of "RED" is also a subject of cases regarding abuse of power and exceeding official authority. Both have been placed under house arrest. Two criminal cases have been opened against the bribe giver for giving bribes on a particularly large scale, and the intermediary is being held accountable for mediating in bribery.
