      EMERGENCY WARNING about the likelihood of emergencies in the Nizhny Novgorod region According to the data from the Federal State Budgetary Institution "Upper Volga Hydrometeorological Center", in the second half of the night on April 9, 2026, isolated gusts of northeast wind of 15-20 m/s are expected in places across the Nizhny Novgorod region and the city of Nizhny Novgorod, continuing during the day and evening of April 9. The likelihood of emergencies related to damage (breakage) of power lines and communication lines, disruptions in the operation of housing and communal services facilities, collapse of weakly reinforced structures (including construction cranes) and large-format constructions, roofs of buildings, and falling trees is increasing. Difficulties may arise during high-altitude, emergency recovery operations. Recommended actions: 1. To the heads of territorial bodies of federal executive authorities, executive authorities of the Nizhny Novgorod region, and local self-government bodies: - convey the forecast of emergencies to the chairpersons of the emergency commissions, all municipal services of the emergency response system, and interested organizations and institutions; - ensure the dissemination of information to the population, tourist groups, including through mass media and official websites of municipal administrations; - ensure decision-making (based on the predicted likelihood and monitoring data of the evolving situation) to bring management bodies, forces, and resources into "INCREASED READINESS" mode and organize additional measures to protect the population and territories from emergencies; - prepare the forces and resources of municipal levels of the emergency response system in accordance with the Action Plans for the prevention and elimination of emergencies, organize the work of interagency operational headquarters; - check the availability and readiness for use of material and technical resources for the elimination of possible emergencies; - check the readiness of backup power supply sources; - ensure monitoring of water levels in flood-prone areas; - check the readiness of road and communal services, water pumping equipment; - clear storm sewer systems, drainage, road pipes, drains, and water discharges of hydro-technical structures; - cancel or postpone cultural and mass events and children's entertainment activities outdoors; - strengthen control over the evolving situation through duty dispatch services, ensure timely passage of information and reports; - reporting materials on the dissemination of the emergency warning should be placed on \server-cuks.spas.netЕДДС ОБМЕНyearmonthdate Detailed forecast and in the "Personal Account" of the emergency response system's information system "Atlas of Hazards and Risks" within 1 hour. 2. To the branch of PJSC "Rosseti Center and Volga Region" - "Nizhnovenergo", PJSC "FSK EES" - Nizhny Novgorod PMES: - organize the dissemination of information about the adverse forecast, contact numbers of operational headquarters of municipal formations and duty services, as well as a list of recommended safety measures to subordinate organizations and structural divisions; - consider the issue of changing the operational mode of divisions; - check the readiness of subordinate facilities and their service personnel for operation, if necessary, carry out a set of measures for their stable functioning; - check and ensure the readiness of emergency recovery teams in sufficient numbers, material resources for the elimination of possible emergencies and technological disruptions, as well as backup power sources; - pay special attention to the uninterrupted power supply of socially significant facilities and life support facilities for the population. In accordance with the concluded agreements, please inform the Central Emergency Management Center of the Main Directorate of the Ministry of Emergency Situations of Russia for the Nizhny Novgorod region about the receipt of the Emergency Warning and the measures taken in accordance with the recommendations.
