Residents of boarding houses have started to seek help from the Rights Protection Service more often.

Nizhny Novgorod, April 6. NTA-Volga — Residents of nursing homes have increasingly turned to the Rights Protection Service for help. As reported by the correspondent of IA "NTA-Volga," a meeting of the Supervisory Board of the Autonomous Non-Profit Organization "Rights Protection Service for Individuals with Mental Disorders, Orphans, and Children Left Without Parental Care" took place on April 6. At the meeting, the head of the organization, Ekaterina Kantinova, noted that citizens are increasingly seeking help on their own to improve their living conditions. The service received more than 2,400 such requests through a 24-hour hotline, and over 2,300 requests were identified by lawyers during visits to medical and social institutions. The service primarily focuses on identifying violations in various areas that residents of nursing homes often do not report themselves. The importance of the work lies in informing and supporting people who may not know their rights and opportunities to improve their situation. "If in 2022-2023 I constantly received requests to transfer to another nursing home, now people are asking for help to stay here and change their living conditions," emphasized the head of the "Rights Protection Service," Ekaterina Kantinova. Previously, requests of this format would come to the institutions: "I cannot leave my room," but now it is "I go outside, and I need a companion outside the nursing home." There was also a pressing issue that previously people often told service staff that everything was fine, whereas now it is: "I am being beaten," "I am being raped." Among the main problems identified by the service, the following "blind spots" stand out: • Violations in the health sector: lack of access to medical services and absence of information about rights (34%); • Sanitary and hygienic violations: lack of cleanliness and order in institutions for people with mental disorders (14%); • Social and living conditions: lack of necessary conditions for comfortable living, such as soft furniture, room equipment, the ability to take a shower, and wash clothes (11%). According to the Rights Protection Service, residents of nursing homes most often face the following difficulties: • 20% — problems with socialization and communication; • 19% — lack of legal information; • 14% — financial freedom: restrictions on the right to manage personal funds; • 10% — personal safety: complaints about rude or improper treatment by staff or others.
