      The high-speed railway line Moscow — Nizhny Novgorod — Kazan has been included in the updated territorial planning scheme of Russia in the field of federal transport and highways. The corresponding order was signed by the Chairman of the Government of the Russian Federation, Mikhail Mishustin. It is noted that the scheme has been developed taking into account the Transport Strategy of Russia until 2030 with a forecast until 2036, as well as the state program "Development of the Transport System," national projects, a six-year road activity plan, and relevant departmental acts. Territorial planning schemes create a legal basis for reserving land plots, changing their category, and preparing documentation for land planning. A total of 158 road infrastructure facilities and 167 facilities for rail, air, sea, and inland water transport are included in the document. However, specific implementation timelines and funding volumes are not specified in the approved scheme. It is worth noting that during a direct line in December 2025, Vladimir Putin confirmed plans for the construction of the high-speed railway to Kazan. It was reported that the project for the construction of the highway could be implemented by 2031.
