      April 2, 2026 17:25 Politics In the Nizhny Novgorod region, the acceptance of documents for participation in the preliminary voting of the "United Russia" party continues. The procedure is taking place ahead of the September elections to the State Duma of the Russian Federation and the Legislative Assembly of the Nizhny Novgorod region.

      The application for participation in the preliminary voting for the federal electoral district in the Nizhny Novgorod region was submitted by Roman Lyubarsky, Deputy Chairman of the State Duma Committee on Regional Policy and Local Self-Government.

      “Internal party voting is a unique procedure that only 'United Russia' has. It is not the party leadership, but the open voting of the people that decides who will represent the party. Each electoral cycle sees an update of more than 40%, which ensures a flow of fresh ideas and new people capable of more effectively fighting for the rights of voters.

      Speaking about priorities, I would like to highlight that I am particularly attracted to the topic of participatory budgeting. We have accumulated vast experience in this area in our region, and now we strive to promote Nizhny Novgorod's developments to the federal level. We hope that they will form the basis of legislative decisions. We will work to ensure that the relevant norms are more widely applied in federal legislation — after all, this is a unique direction where people themselves decide how to spend budgetary funds on arranging the space around them,” noted Roman Lyubarsky.

      Also among the candidates who submitted documents to participate in the procedure is Evgeny Kostin, the First Deputy Chairman of the Nizhny Novgorod City Duma. He is participating in the preliminary voting in the single-member electoral district No. 132.

      “Many systemic issues cannot be fully resolved at the municipal level — they require attention and support at the federal level. Therefore, I consistently promote the practice of coordinating deputy groups. I have already raised this topic in dialogue with Dmitry Anatolyevich Medvedev: the issues 'from below' must reach Moscow directly. Only in this way can we build an effective, living management system where decisions are based on the real situation in the regions. My task is to continue this work and elevate it to a new level so that the voice of municipalities sounds more confident, and initiatives from the ground find support and implementation at the federal level. I am confident: strong local self-government is the foundation for the development of the entire country,” emphasized Evgeny Kostin.

      Both candidates submitted applications to participate in the preliminary voting for deputies of the State Duma of the Russian Federation.

      Let us remind you that citizens of the Russian Federation over 21 years old, registered in the region, can submit an application to participate in the selection. For participants in the special military operation who took part in the preliminary voting, an additional 25% is provided this year to the results.

      All registered voters in the Nizhny Novgorod region will be able to participate in the voting by authorizing through the "Gosuslugi" portal. The rating system allows voters to cast their votes for several candidates at once. The procedure is conducted using blockchain technology, which ensures transparency and protection against external manipulation.
