Evgeny Lyulin: "Any improvements within the parliament only work when people see them."

      April 2, 2026 17:29 Society On April 2, a meeting of the coordination council of the Legislative Assembly of the Nizhny Novgorod Region on the implementation of lean production tools in the work of the parliament took place in the regional parliament. The event was attended by the chairman of the Legislative Assembly, Evgeny Lyulin, his deputy Denis Bakiyev, deputy, head of the parliament's apparatus Maxim Rebrov, chairman of the Legislative Assembly committee on state power issues in the region, local self-government, and regulations Vladimir Pakov, members of the regional government, staff of the ZSNO apparatus, and representatives of KUPNO. It is worth noting that the Legislative Assembly of the Nizhny Novgorod Region was the first in the country to receive a compliance certificate for the implementation of lean technologies in the legislative sphere. The meeting highlighted that over several years, the Nizhny Novgorod parliament has implemented 27 lean production projects, with another five in the implementation stage. Many of them have already brought practical benefits. For example, the work with citizens' appeals has accelerated, order is being established in the regional award legislation, and lean approaches are being applied in ecology – including in matters of separate waste collection. In addition, the parliament trains colleagues from other regions of the Volga Federal District in lean technologies. "We have a wonderful practice – based on the corporate portal 'Bitrix24,' there is a smart process called 'Idea Bank.' Anyone can enter: a staff member, a deputy, an assistant, a member of the Youth Parliament – and propose their solution. And you know what is most valuable? Ideas do not get stuck," noted parliamentarian, head of the regional parliament's apparatus Maxim Rebrov. "We do not close ourselves off. Just two weeks ago, we completed a large training cycle for colleagues from all Legislative Assemblies of the Volga Federal District. We also give lectures to students and schoolchildren – during parliamentary days, sections on lean technologies are held at every university." Summarizing, the council participants agreed that the work to improve efficiency should become even more systematic. "The federal standard certificate that we received first in the country is undoubtedly a point of pride. But for us, the main thing is how these changes are felt by people. The accumulated experience, new feedback tools, and knowledge transfer to colleagues – all this is already yielding tangible results. Now the task is to translate everything onto systematic rails. We need to actively propose ideas, implement them faster, and meet more often for such councils. Every optimized process, every successful initiative should ultimately work for the residents of Nizhny Novgorod – so that appeals are resolved faster, laws become clearer, and life becomes more comfortable," concluded the chairman of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin.
