April 1, 2026 15:22 Society On March 31, a meeting of the Public Council under the Legislative Assembly of the Nizhny Novgorod Region took place in the regional parliament. Participants discussed three key topics concerning the residents of the region: support for young teachers and doctors, the creation of additional places in nurseries for the youngest children, and the organization of accessible transportation for people with limited mobility. Special attention was paid to forming proposals for updating the People's Program of the United Russia party. Deputy Chairman of the regional parliament Alexey Antonov reminded that in 2021, over 215,000 voter mandates were collected, and the overwhelming majority of plans were successfully implemented despite external challenges. "Now we will be collecting new proposals until August, systematizing them to include in the updated People's Program. We see that many issues, such as support for doctors and teachers or assistance for people with disabilities, require a comprehensive and systematic approach," noted Alexey Antonov. The discussion was sparked by the need to increase the number of nursery groups in kindergartens. Public Council member Natalia Zasypkina suggested more actively creating groups for children from two months to three years, including in integrated spaces of residential buildings. The Chairman of the Committee for Urban Development Vasily Sukhanov confirmed the importance of this topic but pointed out technical nuances. "Today's regulations do not differentiate kindergartens into nursery and older groups, although the space requirement per child in nurseries is higher. To avoid building facilities with excess capacity and then repurposing them, we need to clearly specify in regional regulations how many places should be specifically for toddlers. This is a fundamental issue that affects accessibility and comfort for families," emphasized Vasily Sukhanov. The meeting also discussed the issue of attracting and retaining personnel in the budget sector. Participants supported the idea of renewing and expanding social support programs for young specialists, including housing programs and one-time payments. Another important topic was transportation services for people with limited mobility. Public Council member Roman Ponomarenko presented data indicating that the existing "Social Taxi" service does not meet the needs of residents: it does not transport bedridden patients, does not operate at night or on weekends. Participants supported the idea of creating a specialized medical transportation service under the regional health ministry that would operate around the clock and assist with leaving the home. Chairman of the Public Council Viktor Lunin noted that all three issues discussed—support for families with children, attracting personnel to the budget sector, and caring for people with limited mobility—require comprehensive solutions. "We are discussing topics that truly concern people. We have heard specific proposals: from changing urban planning regulations for nurseries to renewing support programs for young specialists and expanding social taxi services. I am confident that these issues will be reflected in the plans of the Legislative Assembly and the updated People's Program," stated Viktor Lunin. Following the meeting, it was decided to work on the submitted proposals together with the relevant committees of the Legislative Assembly.
