      March 31, 2026 15:10 Economy The Nizhny Novgorod Airport has not been included in the list of air checkpoints through which, starting April 1, 2026, it will be allowed to export cash rubles exceeding the equivalent of 100,000 US dollars to EAEU countries. The corresponding list has been approved by the government of the Russian Federation.

      As reported by the Ministry of Finance of Russia, a list of documents necessary for applying the special procedure for exporting cash rubles to EAEU member states has also been approved. This is in accordance with the presidential decree, which introduces restrictions on cash exports starting April 1, 2026.

      Individuals will not be able to transport amounts exceeding the equivalent of 100,000 dollars at the Central Bank's exchange rate on the day of export through any airport to Armenia, Belarus, Kazakhstan, and Kyrgyzstan. For legal entities and individual entrepreneurs, the special procedure will apply regardless of the amount.

      When exporting more than 100,000 dollars in equivalent, citizens will need a document confirming the exchange of foreign currency for rubles, or a receipt for cash withdrawal through an ATM or payment terminal. If the funds were obtained as a loan or cash advance, it will be necessary to provide a loan agreement or cash advance agreement, as well as a cash expenditure order issued by a microfinance or credit organization.

      The Ministry of Finance emphasized that "this is not about mandatory declaration, but about proper confirmation of the origin of a significant amount of cash." The special procedure has been developed as part of a plan of measures to "whiten" certain sectors of the economy and is aimed at combating the illegal outflow of capital from Russia.

      The list of airports through which the export of large sums will be possible includes Arkhangelsk, Bryansk, Kaliningrad, Kaluga, Kemerovo, Lipetsk, Magnitogorsk, Makhachkala, Murmansk, Novosibirsk, Petrozavodsk, Tomsk, Chelyabinsk, Cherepovets, as well as Moscow's Vnukovo, Domodedovo, and Sheremetyevo.
