March 20, 2026 18:40 Society The administration of Nizhny Novgorod has extended the agreement with three kicksharing companies regarding compliance with the rules for using individual mobility devices. The agreements will remain in effect in 2026. The issue was discussed on March 20 at a meeting of the permanent commission of the City Duma on the development of road infrastructure and transport, chaired by Stanislav Prokopovich. Reports were presented by the director of the Department of Transport and Road Infrastructure, Andrey Zhitnikov, and the director of the Department of Administrative, Technical, and Municipal Control, Andrey Buzin. As Andrey Zhitnikov reported, the city retains restrictions previously introduced to regulate the movement of electric scooters. The ban on their use will continue to apply in 25 areas with heavy pedestrian traffic — including on Bolshaya and Malaya Pokrovskaya streets, Rozhdestvenskaya, Fedorovskaya Embankment, Upper Volga Embankment, as well as in parks, squares, and on bridges over the Oka River. Road signs have been installed before such zones. In addition, 99 areas have been identified where electric scooters automatically reduce speed to 10, 15, or 20 km/h upon entry. For parking individual mobility devices, 933 sites have been designated, accommodating more than 16,000 devices. According to Andrey Buzin, last year, department employees seized 1,890 scooters in accordance with Article 27.10 of the Administrative Offenses Code of the Russian Federation and transferred them to operators for safekeeping. A total of 1,187 rulings were issued for placing equipment outside permitted areas, with total fines amounting to 33.7 million rubles. Stanislav Prokopovich noted that for a modern city, electric scooters should not be an alien mode of transport; however, their use should not create discomfort for pedestrians. He emphasized that the kicksharing business, like any other, bears responsibility to residents and expressed confidence that further constructive interaction with operators will help improve the culture of using individual mobility devices.
