In the Nizhny Novgorod region, as in other regions of the country, management companies are obliged to clean the areas adjacent to residential buildings even on holidays. This was reminded by Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services Sergey Kolunov, RIA Novosti reports.
According to Kolunov, keeping the yard in order is a direct responsibility of management companies or homeowners' associations, which receive payment from residents for this. In winter, janitors must clear snow, spread sand or salt on paths and parking areas, and clean manhole covers and trash bins. Garbage containers should not overflow, and the areas by entrances should not remain dirty. Holidays are not an exception, the parliamentarian emphasized.
If the yard is not cleaned, Nizhny Novgorod residents are advised to first call their management company. If there is no response, they should write a complaint addressed to the head of the management company or homeowners' association. Within five working days the organization is obliged to give a written response and eliminate the violations.
If utilities workers remain inactive, one can contact the State Housing Inspectorate, Rospotrebnadzor, or even the prosecutor's office. These bodies can oblige the company to clean the territory and impose a fine.
Kolunov also reminded that residents can replace a negligent management company at a general meeting of owners, but no more than once a year.
