      Ivan Ulanov, who previously served as head of the Kstovo municipal district, has been appointed head of the Kstovo district, which is now part of Nizhny Novgorod. This was announced by the city's mayor, Yuri Shalabaev, at a press conference on 30 December. The editor-in-chief of NIA "Nizhny Novgorod" was present at the event.

      The decision is related to an administrative reform under which the Kstovo district officially became part of Nizhny Novgorod. At the same time, the heads of the city's other eight districts will retain their positions, and their reappointments are not planned.

      Shalabaev emphasized that staffing decisions are not final and may be reviewed in the future depending on the effectiveness of the leaders' work.

      "But personnel policy is that kind of thing, you understand. You can't say that this appointment is forever. Rotation is always possible depending on the results that the respective leader delivers in his post," the mayor noted.

      He also added that optimization of the structure of the unified administration is possible in the future. Thus, part of the mayor's office may remain in Kstovo to promptly address issues on the ground.

      It was previously reported that Nizhny Novgorod's budget increased after the merger with Kstovo.
