Dzerzhinsk's budget for the coming year has been approved.

      The City Duma of Dzerzhinsk at its December session approved the city’s budget for 2026 and the planning period of 2027–2028. The main financial document was adopted without a deficit and taking into account the proposals of all Duma factions.

      The end of the year is a time not only to sum up results but also to make plans for the future. For example, to decide what the city’s budget will be in the new year. The main financial document was presented to deputies for discussion in mid-November. A specially created working group studied the document, all committees of the local parliament joined the discussion, “zero” readings were held, and after all that, at the regular session on December 17 the deputies approved Dzerzhinsk’s budget for the coming three years.

      Recall that the document was drafted as deficit-free for the entire period and retains a pronounced social focus. In 2026 revenues and expenditures will total 10.54 billion rubles, of which 5.5 billion are the city’s own revenues and another 5 billion are gratuitous transfers from higher-level budgets.

      The expenditure side is almost entirely allocated within 19 municipal programs. The key item remains the social sector: 7.6 billion rubles will be directed to it, which amounts to 72 percent of the total budget. Funds are provided both for the maintenance of city infrastructure and social institutions and for the implementation of major development projects.

      Among the priorities are the continuation of construction of the Kaprolaktamovets swimming pool, the erection of an apartment building at 36 Griboedova Street, development of road infrastructure in the Northern Gates residential complex area, widening of the road along Pravda Boulevard, the next stage of cemetery construction, as well as the redevelopment of Theatre Square and other initiatives.

      The budget was adopted taking into account the proposals of Duma factions and the working group. United Russia put forward initiatives to increase spending on the “School Stadiums 2.0” project, to complete the pool construction, additional support measures for participants in the special military operation, and the maintenance of civil defense protective structures.

      “Deputies of our faction studied the document in considerable detail and submitted a number of proposals which we hope the city administration will take into account. The year will not be easy, but the budget is quite realistic. We understand that amendments are possible, and they will come,” noted Viktor Romanov, deputy head of the United Russia faction.

      The Communist Party (KPRF) proposed to provide funds for repair and lighting of access roads to social facilities, maintenance of schoolyards, repairs in municipal institutions, and phased improvement of school and kindergarten grounds. Faction leader Alexander Terentyev noted that the funds coming into the city must be used wisely and rationally:

      “Dzerzhinsk’s budget remains socially oriented, which is important for the city. Our faction supported the document because our city must live and develop.”

      LDPR initiated the inclusion of expenditures for design and survey work for the construction of a new roadway connecting a number of city streets and avenues.

      “As a result of the discussions, a balanced and realistic document was produced that will ensure the stable functioning of all spheres of life in Dzerzhinsk,” said City Duma Chair Viktoria Nikolaeva. She also emphasized that the deputies thanked the city administration for the high-quality preparation of the three-year financial plan.
