Nizhny Novgorod Region signed an agreement with the National Assistance Center.
On December 2 in Moscow, an agreement on cooperation was signed between the Nizhny Novgorod Region and the National Monitoring Center for Assistance to Missing and Injured Children. The agreement was signed by Governor Gleb Nikitin and Chair of the Board of Trustees of the National Assistance Center Elena Milskaya. The document defines mechanisms for joint work in the territory of the Nizhny Novgorod Region in the field of child safety (including on the Internet), preventing their disappearances, organizing searches for missing children, and providing assistance to minors.
“This is a very important step in strengthening the child protection system. Together with the National Assistance Center we will develop and expand an effective state–public model for searching for missing children. It is important not only to involve volunteer organizations and respond effectively to emergencies, but also to build a trusting dialogue with children. Then they pay more attention to adults’ advice and become less vulnerable to external threats. Therefore, organizing preventive and methodological work with minors and their parents on safety issues will become one of the key areas of joint work between the Nizhny Novgorod Region and the National Assistance Center,” said Governor of the Nizhny Novgorod Region Gleb Nikitin.
The cooperation agreement also provides for the implementation of charitable projects aimed at helping children who find themselves in difficult life situations.
“During the meeting preceding the signing ceremony, Gleb Nikitin and I discussed practical measures to increase the involvement of Nizhny Novgorod volunteers in activities conducted by the Interior Ministry (MVD), the Ministry of Emergency Situations (EMERCOM) and the Investigative Committee. This includes the search for missing minors, and holding classes on the prevention of child mortality, injuries, the involvement of minors in unlawful and extremist activities, as well as on preventing crimes against minors, including those committed using the Internet. And, of course, the most notable item of today’s discussion was holding an international gathering of search-and-rescue volunteers in the Nizhny Novgorod Region in 2026. An event of this kind will undoubtedly contribute to improving volunteer competencies and establishing strong professional ties between Russian volunteers and search-and-rescue volunteers from friendly countries,” said Chair of the Board of Trustees of the National Center for Assistance to Missing and Injured Children Elena Milskaya.
In 2025 the National Center signed a cooperation agreement with the Nizhny Novgorod regional public organization — the volunteer search-and-rescue center “RYS.” In May 2025 volunteers from the NROO DPSЦ “RYS” took part in the All-Russian gathering of search-and-rescue volunteers organized by the National Center.
The National Assistance Center was established in 2014 by decree of the President of Russia, Vladimir Putin. At present the organization implements charitable projects for searching for missing children (“Situational Center for the Search of Missing Children”), treating seriously ill children (“Area of Health”), and training search-and-rescue volunteers. The National Center also conducts safe Internet lessons in Russian schools according to specially developed methodological recommendations.
