The turnover of Nizhny Novgorod IT companies reached 60 billion rubles in 2025.

Nizhny Novgorod Region took first place in the all-Russian ranking of regions by the level and effectiveness of IT sector support measures in 2025. The study was conducted by the software developers' association "Russoft."
The assessment was formed based on feedback from the IT companies themselves operating in different regions. Russoft emphasized that Nizhny Novgorod Region demonstrates a comprehensive approach to industry development and high accessibility of regional support measures.
Governor of Nizhny Novgorod Region Gleb Nikitin noted that the region has retained its leading position in the ranking for the second year in a row, and stressed the importance of such an assessment coming specifically from the professional community. According to him, over the past seven years the total volume of federal and regional aid for the region's IT companies has exceeded 1 billion rubles.
Nikitin added that such support yields real results. Even against the backdrop of economic difficulties, the turnover of Nizhny Novgorod IT companies increased by 19.3% in the first nine months of 2025 and reached 60.1 billion rubles.
Deputy Governor Yegor Polyakov noted that the region has built an integrated system of support measures — from startups to established IT companies. He pointed out that in addition to tax incentives and financing programs, non-financial support instruments are also in operation in the region. According to him, this approach helps regional developers confidently move the industry forward.
Russoft separately drew attention to the region's efforts to attract specialists and companies from other federal subjects of Russia, as well as measures to retain qualified personnel.
The Minister of Digital Development and Communications of Nizhny Novgorod Region, Alexander Sinelobov, said that the region compensates 100% of personal income tax (NDFL) for employees who relocated from other regions or from abroad, and 50% for those who work remotely from other parts of the country. These payments will be made for five years from the start of the specialist's employment. The program applies not only to IT specialists but also to other key professions — for example, project managers or design specialists. So far relocation documents have been processed for 47 employees, and the total expected number of people to be employed under the program is about 1,400.
To support young IT companies in the region, there is a special startup registry that simplifies obtaining state accreditation from the Ministry of Digital Development of the Russian Federation and opens access to various forms of assistance. To date, about 80% of registered companies have already been accredited and are using tax benefits and other preferences.
Last year Nizhny Novgorod developers received compensations totaling 20 million rubles for selling software to businesses at a reduced price. This measure helped companies partially cover lost profits and helped entrepreneurs acquire domestic IT solutions on more favorable terms. The program is currently being updated to provide a 50% refund of the cost of sold software for small and medium-sized businesses.
IT companies in the region also benefit from a reduced rate under the simplified tax system. Data processing and storage centers are subject to a preferential property tax, and an investment tax deduction is provided in the telecommunications sector.
Recall that the development of a system of IT sector support measures is part of the tasks of the national project "Data Economy and Digital Transformation of the State," launched in Russia on January 1, 2025, at the instruction of President Vladimir Putin.
Earlier, it was reported that Nizhny Novgorod companies could receive up to 2 billion rubles to develop projects in the field of information technology.
