The visa-free regime for Chinese citizens, which will take effect on December 1, 2025, could significantly increase tourist flows from that country to Russia. According to forecasts, the number of Chinese tourists could grow by 30–40% in the summer season. This was reported to 360.ru by Alexander Musikhin, co-chair of the Russian Union of the Travel Industry’s committee on inbound tourism.

Musikhin noted that the visa abolition will not only help stabilize the situation but will also lead to a 30–40% increase in tourist flows in the next summer season. He also added that in the first nine months of 2025 the number of trips by Chinese tourists to Russia fell by 5.5% compared with the same period in 2024.

China traditionally ranks among the leaders in the number of tourists entering Russia, covering a wide geographic area. The most popular destinations for Chinese travelers remain Moscow, St. Petersburg and the Far East.

On December 1, Russian President Vladimir Putin signed a decree introducing a visa-free regime for citizens of the PRC, effective until September 14, 2026. China had earlier introduced similar measures for Russian citizens: from September 15, 2025 Russian travelers can visit China without a visa for up to 30 days. This is provided under a pilot project that will also run until September 14, 2026.

The decision is expected to open new opportunities for the development of the tourism sector and to strengthen cultural ties between the two countries.

It was previously reported that residents of Nizhny Novgorod are actively interested in studying foreign languages, with 8% of Nizhny Novgorod respondents planning to start learning Chinese in 2026.
