Nizhny Novgorod Region has become a participant in Rosreestr's pilot initiative aimed at bringing real estate objects into economic turnover. This was reported by the press service of the regional government.
The cooperation agreement was signed by Deputy Governor Yegor Polyakov and Deputy General Director of PPK "Roskadastr" Alexander Kuznetsov.
As part of the project, a complete real estate registry will be created in the region, and land plots and territories that can be effectively used for economic purposes will be identified.
According to Yegor Polyakov, implementation of all the program's measures could bring up to 4 billion rubles to the region's budget over five years. He emphasized that it is especially important under the current economic conditions to improve the accuracy of information in the Unified State Register of Real Estate (EGRN) and to use land resources more efficiently.
Deputy Head of Rosreestr Lyudmila Lilina noted that Nizhny Novgorod Region has already made progress in filling the register with data on boundaries and rights holders. However, she said, there is a lot of work ahead to account for previously unregistered objects and the formation of new plots, which will help increase the region's capitalization.
Head of PPK "Roskadastr" Alexander Kuznetsov said the company will support the region in carrying out cadastral work, correcting errors in the register, and identifying territories suitable for involvement in turnover.
Head of the regional Rosreestr office Oksana Shteyn reminded that by 2030, 95% of the information on the boundaries of all land plots must be entered into the EGRN.
Minister of Property and Land Relations of Nizhny Novgorod Region Sergey Barinov added that the region already operates a remote monitoring system for violations of land legislation. It allows identifying unauthorized constructions, as well as cases of land use without contracts and for non-intended purposes — followed by registration or enforcement measures.
It was previously reported that from 1 September 2025 new rules concerning the use of garden plots came into force in Russia.
