      On November 27 and 28, 2025, the Speaker of the City Duma of Nizhny Novgorod, Evgeny Chintsov, is on a working visit to Yekaterinburg, where the traditional "Cities of Russia" forum is taking place.

      Upon arrival in the Ural capital, the Duma speaker, together with the Chair of the Yekaterinburg City Duma Anna Gurarij and colleagues from other municipalities, took part in a wreath-laying ceremony at the stele "City of Labour Valour."

      After the forum participants met with representatives of the host side, a ceremony was held to sign a cooperation agreement between the City Duma of Nizhny Novgorod and the Yekaterinburg City Duma. The document was sealed with the signatures of the Speakers Evgeny Chintsov and Anna Gurarij. "Exactly one year has passed since constructive relations began to develop between the City Duma of Nizhny Novgorod and the Yekaterinburg City Duma. And today we signed a cooperation agreement that will give a new impetus to the economic and social development of our cities. We will continue to exchange experiences in the fields of culture, education, science and sports, share best practices, including improving law-making activities and developing territorial public self-government. I believe that our cooperation will be beneficial to both the people of Nizhny Novgorod and the people of Yekaterinburg," commented the Speaker of the City Duma of Nizhny Novgorod, Evgeny Chintsov.

      In turn, Anna Gurarij emphasized the importance of the event.

      "The cooperation agreement is a continuation of the contact that has already been initiated. It includes the exchange of experience of the representative bodies, the work of commissions, approaches to budget formation, the emphases that are placed. The key thing is to be in dialogue, to constantly communicate with each other," said the Chair of the Yekaterinburg City Duma.

      Recall that the first working meeting of the chairs of the representative bodies of Nizhny Novgorod and Yekaterinburg, Evgeny Chintsov and Anna Gurarij, took place at the City Duma of Nizhny Novgorod in early November 2024. A few days later, at the invitation of his guest, Evgeny Chintsov took part in the VIII All-Russian Forum of Strategic Development "Cities of Russia: Locomotives of Growth" in Yekaterinburg. As part of one of the event's panels, the Duma Speaker presented Nizhny Novgorod's best municipal practices to his colleagues. In particular, he spoke about city budget management, the country's unique children's milk kitchen and the work of the Youth Chamber under the City Duma of Nizhny Novgorod. During the visit there was also a meeting with the Plenipotentiary Representative of the President of the Russian Federation in the Ural Federal District, Artem Zhoga, dedicated to supporting participants in the special military operation.

      In April 2025, continuing the II All-Russian Municipal Forum "Small Homeland — The Strength of Russia" of VARMSU, the City Duma of Nizhny Novgorod hosted guests from 11 subjects of the Russian Federation, among them Anna Gurarij. Participants discussed the common agenda for the representative bodies of municipal formations and exchanged best practices in various areas of urban management. Topics considered included budget formation, construction of social facilities within public-private partnership frameworks, the activities of territorial public self-government, public and youth chambers, tourism development, implementation of environmental projects, support for participants in the special military operation and their family members, standards for deputies' work and the new federal law "On the General Principles of Local Self-Government Organization in the Unified System of Public Authority."
