Plans to increase labor productivity in the social sector were discussed at a meeting of the regional headquarters.

Nizhny Novgorod Oblast Governor Gleb Nikitin chaired a meeting of the regional headquarters on the implementation of the federal project “Labor Productivity” of the national project “Effective and Competitive Economy” in the social sphere of Nizhny Novgorod Oblast.
Until 2025, the “Labor Productivity” project was implemented primarily in the industrial sector. From this year the project is being scaled up: it now includes all sectors of the economy as well as social institutions — from schools and hospitals to cultural and sports institutions.
“The current economic situation literally pushes us to intensively work on improving labor productivity efficiency. Social sector facilities require special attention, and rising citizen expectations regarding their quality demand new approaches and solutions from us. In 2025 we focused on the pilot territory of the Arzamas–Diveyevo–Sarov cluster. These are very different but complementary municipalities, a concentration of typical characteristics of large population centers. Going forward we will replicate successful practices of process optimization that reduce losses and improve service quality,” Gleb Nikitin said.
Arzamas Mayor Alexander Shchelokov presented five-year results on the implementation of lean technologies in education, aimed at reducing the adaptation period for children entering preschools, optimizing school canteen operations, and improving education quality. As an example, Alexander Shchelokov noted an eightfold reduction in the adaptation time for children under 1.5 years old entering kindergartens. He also emphasized that optimizing school canteen operations makes it possible to reduce staff workload amid staffing shortages.
Earlier, the Arzamas administration became the first local government body in the region to pass a quality check for compliance with the best practices of lean technologies in municipal management.
Key areas where lean projects have been opened under Rosatom’s production system in small towns were also announced. In Arzamas the largest number of initiatives relate to education. In Diveyevo, of the 12 projects launched in 2025, two are being implemented in medical care and another four are optimizing management processes in culture and public amenities.
Deputy Governor of Nizhny Novgorod Oblast Yegor Polyakov drew attention to the importance of making receipt of the “demographic package” services as comfortable as possible. Recall that at the initiative of the regional head the period 2025–2030 has been declared the “Five Years of the Family” in Nizhny Novgorod Oblast.
Health Minister Galina Mikhailova and Sports Minister Dmitry Kabaylo spoke at the headquarters meeting about planned and already implemented projects to increase labor productivity in healthcare and sports.
Galina Mikhailova presented a project for dispensary monitoring of citizens with chronic forms of circulatory system diseases, which makes it possible to timely prevent the development of complications in such patients. The practice is being implemented this year in 18 medical institutions; next year the standard is planned to be extended to 60 healthcare organizations.
The minister also paid attention to the optimization of preventive medical examinations of children in educational institutions, boarding schools, as well as minors with disabilities at home. The regional health minister presented a project aimed at improving the effectiveness of dispensary surveillance and preventive medical examinations in detecting cancer.
Dmitry Kabaylo talked about plans to attract investors to build hotels near sports and fitness complexes (FOKs). The minister emphasized that this will ensure year-round utilization of sports and wellness complexes and will also increase tourist flow to small municipalities. Dmitry Kabaylo also highlighted a pilot project to provide residents access to school sports facilities. According to him, this will significantly expand opportunities for Nizhny Novgorod residents to engage in sports on equipped sites close to home.
Following the headquarters meeting, the regional head summed up that labor productivity in the social sphere is, first and foremost, an opportunity to improve the quality of life for residents of Nizhny Novgorod Oblast.
“We are not talking about dry figures and reports, but about ensuring that every resident of the region, when visiting a clinic, social protection office or museum, receives a higher-quality service in less time. This is a responsibility to create a new culture where the value of each action is measured by its benefit to a specific person,” the governor added.
Recall that the national project “Labor Productivity” was in effect from 2019 to 2024. Since 2025, at the instruction of Russian President Vladimir Putin, the federal project of the same name “Labor Productivity” of the national project “Effective and Competitive Economy” has been implemented.
