A new building for Nizhny Novgorod School No. 103 will be built in 2027.

      In Nizhny Novgorod a contractor has been chosen to build a new wing of School No. 103 in Verkhnie Pechery. The Department of Construction and Capital Repairs of the city administration told NIA "Nizhny Novgorod" that the tender procedures have been completed and that the municipal contract with the winner is planned to be signed after 28 November 2025.

      The name of the contractor company has not yet been disclosed. The department emphasized that all procurement procedures were carried out in accordance with Federal Law No. 44-FZ on the contract system.

      Construction is planned to be completed in 2027.

      Recall that earlier the tender to select a contractor was suspended following a complaint to the Federal Antimonopoly Service (FAS) by the previous contractor, Remstroy. It argued that the customer had unlawfully used its design and estimate documentation when forming the new procurement, which it had prepared under a contract concluded in 2024. However, in September 2025 the contract was unilaterally terminated. As GlavUKS explained, the reason was a breach of the schedule of construction and installation works, which were supposed to proceed in parallel with the design.

      The company claimed that the transfer of exclusive rights to the design documentation to the customer had not been carried out and that the works had not been paid for.

      The FAS found the complaint to be unfounded, noting that including design documentation as part of a procurement does not violate the law on the contract system. At the same time, the antimonopoly service noted that disputes over copyright fall outside its competence.

      Nevertheless, during its review the antimonopoly service identified two violations in the tender documentation. First, it included the supply of equipment that does not require installation, such as basketball backboards, interactive panels and medical couches, which, in the commission’s view, was improperly combined with the construction contract. Second, the documentation contained contradictions in the requirements for participants’ membership in self-regulatory organizations.

      The FAS issued an order to remedy the violations and to set a new deadline for submitting applications.

      It should be added that the issue of increasing the capacity of School No. 103 has been discussed in the city for more than a year. In 2022–2023 the construction of an annex to the existing building was planned. It was also reported that the mayor’s office decided to abandon the construction of a small-capacity school for 270 places in Verkhnie Pechery. One of the reasons given for the refusal was the planned construction of a new wing for School No. 103.
